First open the picture

Go onto FX then Artistic and polygon

Turn the fade all the way down and change the density to how you like it. Then click the tick in the corner.

go onto Fx and artistic again but this time go onto neon and play with the settings a bit. Click the tick.

Open Fx for the last time and go to corrections and color eye.

Zoom into the pupil and use the replace hue to change the colour. Click replace up the top and do the same for the other eye. Click the tick and save them your done.
