Ludwig doesn't mean to always be so uptight. He's just afraid.
Really, really afraid.
He has nightmares a lot, almost twice a week, of WW2.
He doesn't want that to happen again, or to put Italy and Japan through anything.
He just doesn't want to lose if he somehow does get stuck in another war, so he doesn't have to worry about losing anyone again, like how he lost Prussia.
He just wants to be strong.
