How do you know for sure which one to use?

I'll tell you with certainty what it's about, but you must learn the reason in the eloquence in the flow of actual speech. It's not just the vowels and consonants, but rather the pronunciation of them.

It's all about speech. The first is spoken with a definite hard 'H'. The second actually has to be spoken with an inhaling backward 'h' so soft as to be barely audible. You have to say it simply like that, but if you suck at talking just muffing out 'an istorical' might get you by unnoticed in your inflexional error.
