Today, two primary agencies govern the legal and operational frameworks for all neural chip activity:
Memory Integrity Council (MIC)
Established: 2081
Mandate: Protect memory authenticity, oversee chip classification and certification, and enforce ethical usage standards worldwide.
Primary Functions:
Certify all commercial neural chips for public use.
Maintain the Global Neural Registry of licensed chips and users.
Investigate breaches of emotional or memory integrity (illegal modifications, memory theft, identity violations).
Issue advisories on emergent technological risks and rogue developments.

Cognitive Emergency Response Teams (CERTs)
Historical Memory Protection Unit
NeuroData Protection Authority (NDPA)
Established: 2093 via ratification of the NeuroData Protection Act (NDPA).
Mandate: Enforce legal protections for memory data, prosecute black-market activity, and secure classified neural research.
Primary Functions:
Monitor and audit chip developers, distributors, and large-scale memory archives.
Conduct field raids against illegal chip distribution networks.
Manage the Sealed Chip Vault (SCV), containing all recovered X-Class and banned chips.
Authorize use of advanced field readers and neural isolation tools during enforcement actions.

Chip Compliance and Enforcement (CCE)
Data Security and Intelligence (DSI)
Archive Retrieval and Recovery (ARR)
International Black Market Suppression Taskforce (IBST)
Regional Enforcement: Both MIC and NDPA maintain Enforcement Divisions embedded in major metropolitan zones, typically operating under joint authority. These regional branches:
Handle citizen complaints regarding emotional or memory manipulation.
Track and seize unauthorized chips during audits and field operations.
Issue public health advisories regarding neural contamination events (e.g., black-market flare outbreaks).
In low-compliance or collapsed network regions, mobile enforcement units ("Ghost Cells") are deployed to monitor and contain outbreaks of illegal chip activity.
5.2 Legal vs. Illegal Chip Use
As neural interface systems became embedded in global society, strict frameworks were established to distinguish legal, grey, and illegal usage. However, enforcement remains uneven across regions, and rapid technological advances often outpace regulatory control.
