Chairman Yamagami called the meeting to order at the appointed time. The facilitation of the proceedings was entrusted to Chief Cabinet Secretary Araike, who requested Foreign Minister Tokugawa to report on the current situation in the New World.

Foreign Minister Tokugawa explained the situation in Attachment 1 of the "Foreign Ministry Report," that instructions had been given to the local diplomats regarding the dispatch of an envoy from our country to the Principality of Qua-Toyne, a matter already decided upon by the Cabinet.

According to the report from First-Class Secretary Taizō Ōmori, who was dispatched, the locals' response to our country was generally favorable.
