Countries have their own abilities that matches their personality or flag. Even if they have wings, they'll get an ability either way. There's one big school that fallen countries could teach at instead of dying as a punishment. Younger countries (provinces) could learn the correct way to be a country. It's like a high school, but some extra classes like "Flight Class" or "Ability Study" + many others. They can only choose one of these 8 classes
History, Language (all of them), How to Protect your Wildlife(HPW), Military Strategies, Home EC, Ability Study, Flight Class, (for the students with wings only) Animal Studies (for the half animal countries only) Math, Science, Art and Biology.
