The alien appeared to be a human male of medium height, light brown hair, blue eyes and a strikingly handsome face. There was a doll like and overall plastic quality to the man that made his artificial construction apparent, as if the basis for his features had been the unreal and image manipulated beauty of commercial models.
The man began to speak in perfect English, "Welcome Erik Sanders most honored representative of Earth."
If the purpose of his appearance was to put him at ease it had failed, hearing the alien speak felt like listening to a painting.
"Thank you for your hospitality honored representative of Kliu," Sanders replied.
Erik Sanders wasn't the representative for earth but merely the representative of the United States of America and its diplomatic allies, In the year 2123 humanity still hadn't learned how to put aside their differences and work together
"I think you know a fair bit already about my reason for coming here, the capacity of our planet to sustain life has been reached, we are now 20 billion people on an earth with dwindling resources.
"I am here to negotiate the transfer of 3 billion of my people to your planet, I hope you will see the paramount humanitarian necessity of the situation."
"I am well aware of your situation Sanders and we have the ability to sustain many times more of your people.
"The reason for our discussion is not the capacity of our civilization to fill the needs of your people but is in the dimension of morality.
"Is there a moral imperative for us to house and feed your people and to then give you an honest place on our planet despite the potential dangers the contact with an alien culture could have on our civilization."
Erik Sanders tried to hide his astonishment as he had expected a dry conversation involving the provision of housing and the integration or segregation of the humans on Kliu.
"Can you not see most honored that we have no choice but to come to you there is no other planet near enough for our ships," Sanders burst out without thinking.
"Silence," the alien said with a surprisingly warm and quiet tone no different than before, the contrast between meaning and affect unnerved Sanders severely."
"What we are here to discuss is if the people you represent have a moral right to claim refuge on our planet, I will now ask you several questions and you will answer them as truthfully as your position demands."
"What is the cause of your suffering what has made your planet unfit for your lives, what has caused the depletion of resources the hunger the thirst the hate."
"Is it not your own stupidity, greed and stubbornness that made you not see the necessity unite and create a sustainable economy."
"Yes, I admit the problems are of our own making but what could we have done, no country wanted to lower it's production as it would be at a disadvantage against its competitors," Sanders said.
"And there lies the root cause, a divided people is a weak people why could not your race unite as one even when facing it's imminent destruction," The alien said calmy as if the words were weightless.
Sanders now sweating and exclaimed "But we have tried to unite in the past the United Nations survived for almost 100 years and I represent a coalition of 47 nations."
"And what percentage of the Earths population do you represent?" The alien said.
"Roughly one in four" Answered Sanders
The alien was quiet and appeared to think for a while and then said. "Because of your division do you wage war upon yourselves."
"Wars were getting less common during the age of United Nations it's only because of our current problems that they have resumed," replied Sanders.
"But they still occurred even in the best of times," The Alien said.
Sanders was felt his back drenched in sweat and said, "yes but it was nothing like now or before the establishment of United Nations."
"I don't need any more information you shall receive your judgement now," the Alien declared with a touch more power in his voice.
Hearing this Sanders immediately froze in terror, the lives of 3 billion people were in the hands of this Alien who did not seem to understand the sacrifice and struggle that was demanded of humanity.
"Your plight is entirely of your own making and your people are at a low moral level for your technological development for these reasons it has been determined that your right to refuge is nonexistent and the potential harm you can cause it high."
"Most of the powerful people among us would dismiss your claim to refuge without remorse, yet
there are factions that would disagree, not out of sympathy but because of mutual benefit."
Upon hearing this Erik Sanders calmed down somewhat his mind feeling like it had been through a rollercoaster.
"And you represent one of these factions?" Sanders said.
"There are many ways in which your people could be useful to our society."
"Qualities that humans possess that are rare or nonexistent among us," The Alien said.
"What are these qualities," Sanders asked, breathing heavily. His heart felt like it would burst out of his chest.
"The ability to kill without remorse, self-centeredness and lack of empathy, these are all qualities that make you ideal for security and military functions, which my people are natural failures at." Said the Alien.
"So, you mean to make of us a race of cops and killers."
"Not exclusively but the core function will be the same.
Do you accept my offer."
Sanders felt he could hear a faint hint of glee in the Aliens unnaturally perfect voice.
He took a deep breath and answered,
"I accept whatever offer you have"
