Inumuta, along with Mikisugi and Tsumugu are trying to assess the situation and plan their next move when Mikisugi gets curious as to why Satsuki hasn't joined forces with him.
Inumuta: It's simple really. If we were to join forces with the group opposing Life Fibers then Ragyo would've grown suspicious a long time ago, foiling Lady Satsuki's plans before they even began.
Tsumugu: They are COVERS attacking all of Japan as we speak. You'd think that there would be something on the news or online about it by now, but there's nothing. Only stuff about the Phantom Thieves.
Mikisugi: Them again? Aren't they the people responsible for all of those "Changes of hearts" in Tokyo? I wonder if they'd be able to help us with Ragyo?
Inumuta: That wouldn't work.
Mikisugi: Why not?
Inumuta: Ragyo's REVOCS clothing is being worn by most of the population, and the Life Fibers that are in those clothes can be used to mind control them. Deleting any information that is deemed "unnecessary" from their brains. Meaning anything about Ragyo's being posted wouldn't be noticed by them. If anything they might start to target us if they know that we are opposing her.
Tsumugu: So they have eyes but fail to see and ears but fail to hear, or something similar to that.
Mikisugi: And with no real way to contact the New Empire, that means that we aren't getting outside help.
Mikisugi: As long as a Life Fiber is feeding off of you. You're nothing but its puppet.
Inumuta: Not quite. By wearing Goku-Uniforms. Students in Honnouji Academy have grown a resistance towards Life Fibers manipulations.
Mikisugi: Satsuki, you are one clever girl.
While they were talking the rest of the Mankanshokus were checking on Ryuko who was still passed out.
Senketsu: Ryuko. What's wrong, why haven't you woken up yet?
Sukuyo: I'm sorry that we can't hear what you're saying, but I can still tell that you are feeling down about Ryuko.
Senketsu: Really?
Sukuyo: Yup. It's obvious that you are alive and that you care deeply about Ryuko and Tatsumi. You were Ryuko's Sunday best and Tatsumi was one of the first people who would talk to you even though he couldn't understand you. So if it's any constellation, we're here for you if you need it.
