This is Charu. Originally he has his name tattooed on his neck similar to the way the numbers are on the necks of the kids in TPN.
He is a dragon. Well... a dragon furry I guess. In case you were wondering about his hand, that's part of him being a dragon. He's so confused about the human language that it's cute!!!
