Its where Hawks is aged down to be in 1-A instead of Deku.
Deku is a mafia boss who works with the LoV.
So some of his members were at the USJ with the LoV.
Since the LoV and Mafia (Bleeding Hearts) don't know about Keigo due to the flu causing him to miss the USJ, Nezu sends him undercover, despite Aizawa's protests, to be a spy for UA.
Him and Izuku end up catching them feels.
Pretty much the basic of the story lol.
