This tutorial is from a recent video that I had watched on youtube. The Dodge tool can be found in photoshop as this small little icon.
This tool is used for brightening or darkening a certain part of the image. I find this helpful for bringing out the features of a model used in a cover/graphic or certain things that need more notice.

now you may ask what would this be useful for?
as you can see, the dodge tool is used to brighten specific features. doing this on your covers or graphic will give a more professional look [my pov]. this can be applied to objects or certain things in the graphic as well, these things will stand out and appear more prominent. an example of my cover using the dodge tool is:
how is it used?
it's like a small brush tool so it is very simple to use. just make sure the size of the brush is small and the exposure is below 50. then lightly run it along the things you want to make more prominent.
