Leader of Magistratus, Zachari was there when they went after Annie and Lilit. Annie almost killed him but was stopped by Lilit.
Zachari was Annie's main tormentor when she was tortured and took great pleasure in it.
After the girls escaped he vowed to find them and finish them once and for all.
He was at the ghost ritual in Ohio but escaped the ghouls that went after him and his companions.
Zachari has an insanely twisted view on his path of righteousness, one that was set by his mother after she was wronged, and a severely unhealthy obsession with Annie. He saw something in her pyre when he tried to kill her and its spurned a fierce desire for her to be at his side, to create a new Eden with her after he completes his task of destroying all things Unholy in the name of God. He is hellbent on having her return to his side and be his, and if she refuses he has sworn to kill her himself because if he can't have her, no one else can. Especially not Copia, a man who he hates with an intense passion.
