Jeongguk has always wanted Jace, he just said that when he first discovered Jace (Chapter 30) and when he was so frustrated he said that.

If you are wondering;
Syphilis is a horrible STD (sexually transmitted disease) to get. I did a project on it for science this year and holy good lord damn it does some damage. Jeongguk is clean by the way.
