He can focus on living species and put them into bad pain. If he can focus onto a person's body depends on the situation of the person. So if someone feels bad or has a bad self esteem, it is easy for him to use his quirk. But if the person has a enough self-confidence it gets harder for him to use it.
Through the time he tried to develope his quirk to use it not just on body but also on mind.
Additionally he has a big knowledge in technology, that's why he went into the support department. Even if his quirk sounds dangerous at first, it is easy to get over it after a while and so he would never made it into class 1-A.
