With the unexpected departure of the Eimorian envoys, the atmosphere in the hall turned tumultuous, sending shockwaves throughout the gathering. The ASEAN's decision to drive off a representative from a superpower created a stir that left everyone on edge. The fear of a potential flashpoint that could escalate into a full-scale war lingered in the air, causing panic and uncertainty among the attendees.

While many believed, mostly friendly countries of ASEAN or it's close allies like Mu, that Eimor would likely face significant challenges in a potential war, there's a catch, the Millicent Treaty of 1240 added another layer of complexity to the already precarious situation.  This treaty, forged between Eimor and then-United Kingdom of Milisea, one of the core nations of the Federated States of Millicent and it's successor state, the Holy Milishial Empire, established a binding agreement with other nations of the first civilization. The treaty stipulated that any attack or act of war against a party from the first civilization would be deemed an assault on the entire first civilization itself, thus invoking a mutual defense pact.

This mutual defense pact adds another layer of complexity to an already precarious situation. It elevates the stakes and extends the potential consequences of any aggression against Eimor. The treaty signifies a commitment among the nations of the first civilization to come to each other's aid in times of conflict, highlighting the strong bonds and shared interests that exist within this alliance.

The Millicent Treaty of 1240 draws parallels to historical formations such as the German Empire with Prussia, where a united front was established to ensure collective security and deter potential aggressors. In the case of the first civilization, this mutual defense pact serves as a deterrent against acts of aggression and reinforces the unity and strength of the allied nations.

With this treaty in place, any nation contemplating an attack on Eimor would not only face the military might and resilience of Eimor itself but also potentially trigger a broader conflict involving the entire first civilization. The consequences of such an escalation would be far-reaching and could significantly alter the balance of power and stability in the region.

As a result, the Millicent Treaty of 1240 adds a significant strategic consideration to the assessment of the situation. It highlights the interconnectedness of nations within the first civilization and underscores the potential implications of any hostile action taken against a member state. While neighboring countries in the first civilization grappled with the ravages of war, the Central Law Kingdom remained relatively unscathed. The protective embrace of the encircling mountains safeguarded the kingdom from invasions and preserved the integrity of its land. Consequently, the kingdom's infrastructure and natural resources remained intact, providing a solid foundation for its society and stability amidst the chaos.

Thus, as a result, the Central Law Kingdom maintained a stance of relative neutrality amidst the potential conflicts brewing within the first civilization. Their unique position made them stand out as an oddity, particularly due to their historical support for a hostile civilization. Decades ago, the kingdom had openly allied with Mu, a non-magical civilization with a population largely devoid of magical abilities, during the Muish-Milishial cold war.

This decision, viewed by many as heretical, defied conventional wisdom within the magically advanced first civilization. It puzzled observers, as a powerful nation with advanced magical capabilities chose to support a civilization lacking such powers. The Central Law Kingdom's rationale for this unconventional alliance remained a subject of speculation and debate among scholars and political analysts.

While the motives behind this historical alliance may remain shrouded in mystery, it undoubtedly contributed to the kingdom's reputation as a unique and enigmatic entity within the first civilization. As tensions mounted and conflicts loomed, the Central Law Kingdom's past choices and their implications for the present added an element of intrigue to the unfolding narrative of the first civilization's delicate balance of power.

Nonetheless, back on track, although countries such as Nigrat, Leifor, and Magikareich boasted superior military and industrial might compared to Eimor, the latter still held a significant position as one of the most influential nations in the new world. This prominence was not solely determined by military strength but rather by a complex interplay of historical treaties, alliances, and geopolitical dynamics revolving the first civilization.

In the volatile landscape of the first civilization, the Central Law Kingdom's unique seclusion and preservation of its heritage set it apart. As tensions simmered and the call to arms loomed, in the complex tapestry of first civilization politics.

"Ladies and gentlemen, the ASEAN extended their sincerest apologies for the unforeseen events that had transpired," Said by the emcee, conveying a sense of genuine remorse. "We shall now proceed with the commencement of our deliberations on the establishment of UDEA, an initiative that transcends traditional classifications of civilizations, focusing instead on collective interests and mutually beneficial relationship."

Still the atmosphere in the meeting hall had suffocating feeling, shifted perceptibly, veering away from the initial enthusiasm and liveliness to one of stifling tension. The recent incident involving the Eimorian delegation, particularly on the side of Esperanto-Heiskanen Imperial Union, had left its mark, casting shadow over the proceedings and affecting the overall mood of the gathering.

However, as the emcee resumed speaking, a gradual sense of calmness permeated the hall, restoring a semblance of normalcy to the proceedings. "Allow me to highlights the significance of UDEA, a visionary concept put forth by ASEAN that sought to address the evolving challenges in the new world." Recognizing the unexpected turn of events and the need for a strategic shift, ASEAN had determined that the First Protocol alone would not suffice in ensuring it's stability and security.

In response, ASEAN had taken the initiative to establish a new framework—an all-encompassing military and economic alliance that would extend its reach across the entire new world. This proactive approach aimed to foster collaboration, enhance regional integration, and promote shared security among nations.

"Proposing UDEA, or the United Defense and Economic Alliance, we have a clear objective in mind," he addressed the gathered audience, acknowledging their cautious response. "Our intention is to foster a secure maritime environment, ensure stability, and promote peace through a comprehensive framework. By establishing specific clauses and rules of war, we aim to create a robust foundation for conflict resolution and the prevention of hostilities."

He paused momentarily, observing the perplexed expressions in the room. Understanding the need for clarification, he continued, "The primary motivation behind UDEA is to maintain a staunch non-belligerent status. We seek to cultivate a collective defense system that revolves around the protection and well-being of our allied countries. By pooling our resources and coordinating our efforts, we can enhance our collective security posture and effectively address emerging threats in a proactive manner."

The air remained heavy with uncertainty, prompting him to address the unspoken question lingering in the room. With sincerity in his voice, he stated, "We propose UDEA with the utmost commitment to our shared values and principles. We aim to bolster regional stability, safeguard our nations' interests, and promote economic prosperity. He encouraged the hesitant audience to voice their concerns or seek further clarification, assuring them that their questions and feedback were valued. "We are fully aware that the proposition of such an alliance may raise questions, and we welcome a constructive dialogue to address any doubts or reservations you may have. Together, let us strive for a future marked by peace, security, and shared prosperity within the framework of UDEA."

"May I ask?" inquired Decatur, the head of the Central Law Kingdom delegation, breaking the silence that had settled in the hall. Despite belonging to the first civilization, the kingdom had chosen to remain in the assembly, intriguing the attendees with their unexpected presence.

The emcee nodded, granting Decatur the floor to voice his query.

Decatur took a moment to gather his thoughts before speaking. "Does the establishment of UDEA intend to disrupt the prevailing world order and its established norms?" His question hung in the air, causing a stir among the audience. The notion of an international alliance that aimed to transcend the existing classifications, such as the division into first, second, and third civilizations, was seen as audacious and daring. It posed a direct challenge to the world's powerful nations, particularly the Holy Milishial Empire, which stood as a cornerstone of the current order.

As the murmurs filled the room, the emcee maintained a composed demeanor. Recognizing the significance of Decatur's question, he responded with a measured tone. "Thank you for your inquiry, Sir Decatur. The aim of UDEA is not to disrupt the world order or its established norms but rather to evolve and adapt to the changing geopolitical landscape. It seeks to create a framework that promotes inclusivity, cooperation, and collective security among nations."

He continued, addressing the concerns raised by Decatur's question. "UDEA is not an attempt to diminish the influence of any particular nation or undermine the existing power structures. Instead, it is an invitation for all nations, including the Holy Milishial Empire, to come together and engage in a constructive dialogue aimed at addressing common challenges and fostering a more harmonious and prosperous future for all."

He concluded with a firm tone, "Furthermore, one of the primary reasons UDEA is being created is to safeguard our nations from the looming threat of invasion by a powerful civilization that is currently intervening in the conflict between Mu and the Gra Valkas Empire." The words hung in the air, casting a veil of confusion and concern over the audience. The mention of the unknown civilization, the Annonrial Empire, with its nonstandard military capabilities capable of potentially endangering not just the world order, but the very existence of their civilizations.

The emcee, aware of the gravity of his statement, continued, "The presence of such a dominant force poses a significant challenge to our collective security and stability. UDEA aims to fortify our defenses, enhance our preparedness, and foster cooperation among our allied countries to counteract this imminent threat."

The atmosphere grew heavy with contemplation as the delegates absorbed the weight of the revelation. The realization that their very existence was at stake sparked an urgency among the attendees to set aside differences and work together towards a common goal of protecting  their civilizations and self interest.

The emcee concluded his address by reaffirming the importance of UDEA "In the face of this unprecedented challenge, our strength lies in our ability to stand together, to pool our resources and expertise, and to forge an alliance that can effectively confront this existential threat. Let us unite under the banner of UDEA, for the preservation of our nations and the safeguarding of our shared future."

His words resonated deeply with the audience, as they grappled with the sobering reality of the Annonrial Empire's looming presence. The gravity of the situation instilled a sense of purpose and urgency, galvanizing the delegates to consider the implications and potential actions required to address this formidable adversary.

"I see," nodded Decatur in response, his curiosity piqued. "But do we have any concrete evidence to substantiate the existence of this powerful civilization?" He raised a valid question, seeking further clarification from the emcee.

The emcee's gaze shifted momentarily, as if seeking confirmation or support from his team, before returning his attention to Decatur. "Indeed, we do," he replied with conviction. As he spoke, the hall dimmed, causing a slight unease among the audience. "Please remain calm. We shall now proceed to unveil the primary objective of UDEA, which is to protect us from this imminent threat," he assured, attempting to allay any concerns.

Behind him, a spherical object with a depiction of the world emerged, displaying a vivid blue ocean and distinct landmasses. The room fell silent as all eyes focused on the mysterious object. "This is a representation of our world," the emcee began, his voice steady. "Allow me to introduce the three major civilizations: the Millicent continent, situated in the center; Mu continent, located in the west; and the Philades continent, situated in the east." With each description, he pointed out the corresponding areas, leaving the audience in a state of bewilderment.

"This image was captured during a specific moment when this side of the world was enveloped in darkness, caused by the rotation of our planet around the sun," the emcee continued, offering an explanation for the unusual depiction. "And yes, it is important to acknowledge that our world is heliocentric, with a round shape. It is neither flat nor contained within a box or supported by a walking turtle, as some ancient beliefs may suggest. The truth is that our world is a spherical entity, and beneath us lies the southern world, illuminated by a radiant light that rivals, if not surpasses, the brightness of the first and second civilizations."

The revelation left the audience in a state of astonishment, grappling with the implications of this newfound knowledge. The emcee's words challenged their preconceived norm, forcing them to reconsider the vastness and complexity of their world.

"The lights you can see are associated with numerous cities, towns, and important infrastructure visible in orbit or above the sky. Thus, one can easily conclude that they possess much more potential than what they may be hiding, presenting themselves as a weak civilization. Militarily, industrially, and in terms of population, they surpass multiple countries combined."

Everyone remained silent as they grappled with the information, including Decatur and the other envoys, along with their allies such as Altaras, Mu, countries in Rodenius, and Philades.

"Our first objective is to protect our immediate borders, such as Rodenius and Philades. Therefore, our priority is to invite them to join this alliance. We also hope to include first civilization countries in our ranks, but it would be challenging due to the Holy Milishial Empire and the Millicent Treaty of 1240. Thus, we cannot pursue that option. On the other hand, Mu has always been a neutral power, and the only countries that have willingly joined from the second civilization are Magikareich. Meanwhile, Nigrat, Sonal, and Hinomawari still uphold their neutrality," he said, further weighing down the already tense atmosphere.

Decatur furrowed his eyebrows and posed another question, "Doesn't it sound like you are only using us as a shield? You have chosen immediate civilizations that can be used for your defense, not based on mutual cooperation. Are you using us?" His words reflected the suspicion among the envoys and their perception that ASEAN's motives were centered around their own self-interest, rather than genuine alliance-building.

Decatur and the other envoys, along with their allies from Altaras, Mu, Rodenius, and Philades, found themselves immersed in contemplation. The implications were profound – it appeared that the proposed UDEA was not only a response to potential conflict but also a strategic maneuver to utilize their neighboring countries as a defensive shield.

"While it was a calculated move, it was based on the alliances we were able to secure. Without Mu, we would not have been able to establish extensive long-range, wide-range, and systematic international cooperation lines and logistics. Only Magikareich remained as a viable option, but their military and logistics alone cannot bear the burden of an entire continent. While they have impressive transcontinental cruise ships that are over a hundred meters long, comparable to some of our small to medium cargo vessels, their numbers are limited compared to the Muish merchant marine, which counts in the thousands. Therefore, our present strategy is shaped by the limited resources and options available to us," the emcee concluded, addressing the concerns raised by Decatur and shedding light on the reasoning behind ASEAN's choices.

"Ahem." Decatur, not wanting ASEAN to underestimate their own civilization's capabilities to project abroad, asserted, "Our civilizations also possess transcontinental vessels that can traverse the three civilizations."

In response, the emcee quickly replied, addressing Decatur's statement, "Magikareich's long-range ironclad cruise ships are indeed exceptional. They are comparable to the large cargo vessels of Muish, Gra Valkan, and Milishial, capable of carrying several times more cargo than the average sailing vessels of other powers. However, our assessment does not solely rely on this aspect, nor are we engaging in a comparative analysis to begin with."

His gaze swept across the room, observing the reactions of those present, as he cautiously chose his words. "Magikareich boasts one of the world's few comprehensive railroad systems, entirely built, managed, and designed by themselves. They have achieved self-sufficiency, allowing them to effectively mobilize their resources and manpower from anywhere in their country to their ports. They are also one of the few countries that have embraced electricity, albeit to a lesser extent than us, due to their predominant reliance on magic, which remains prevalent in their society. In general, Magikareich can be classified as a modern civilization according to our common sense, as a scientific civilization. We do not hold prejudice against magical civilizations, especially considering that the Holy Milishial Empire and Eimorians itself, both of them are superpowers in this world."

The emcee's words aimed to provide a broader perspective on Magikareich's capabilities and to dispel any misconceptions about ASEAN's assessment of civilizations.

Silenced for a moment, Decatur proceeded to ask another question, albeit in a somewhat self-deprecating manner. "What does Magikareich possess that others potentially lack?" he inquired.

The emcee's face displayed a hint of concern, as he carefully chose his words to avoid offending anyone in the room. All eyes were fixed upon him, waiting for his response. "Magikareich possesses a drive that transcends the constraints of norms, making them one of the most progressive nations in this world. This, technically, positions them as a potential future superpower, if not for the current circumstances. I wouldn't be surprised if they do indeed attain that status in the near future," he remarked.

Magikareich is one of the few civilizations that blend science and magic, undertaking daring and unconventional 'crazy' hybrid experiments in the annals of the new world's history. Examples include attaching magical devices resembling air-breathing engines to wyverns to increase their speed and range, equipping their ironclad ships with muzzleloading 10-inch cannons in an attempt to bridge the gap between the long-range capabilities of Muish and Milishial dreadnought battleships. Although partially successful, the cannons proved to be impractical and highly inaccurate, rendering them unacceptable in combat and often causing extensive damage to the wooden decks everytime they fired.

Furthermore, Magikareich possesses an army that closely resembles the ground forces of both Mu and Milishial in every aspect. They have the capability to engage in land warfare against these powers and even stand a chance of winning. In fact, they are one of the few civilizations in me world apart Milishial, Muish, Gra Valkans, and ASEAN, to have commissioned a significant number of indigenous semi-automatic machine guns, that even the superpowers like Leifor, Eimor, and Parpaldia haven't commissioned, let alone built on their own. These weapons, known as the Aegir repeating guns, are named after one of the regions where they were designed and manufactured. The Aegir repeating gun closely resembles the Agar gun used by the Union and is capable of unleashing a barrage of over 150 rounds at a range of 400 yards within a minute. When deployed in standard formations of six guns, they can create a formidable wall of lead that is capable of repelling hundreds of attackers in a frontal assault with fewer than 20 personnel. The Aegir repeating gun is issued as standard equipment to all Magikareich armies, with each battalion typically assigned 12 to 20 of these weapons to complement their existing artillery and cavalry units during times of war.

With a sigh of resignation, as if acknowledging the truth, Decatur wavered. "We have indeed seen the potential for Magikareich to become one of the superpowers, potentially replacing Leifor in the coming decades, considering Leifor's deteriorating internal situation and lagging progress. However, even before the arrival of the Gra Valkans, Leifor still possessed larger military forces, territories, resources, and population compared to Magikareich," he said before proceeding. "But before we, the Central Law Kingdom, consider accepting your invitation, I have one last question. What did you do to make Magikareich accept your terms? And what could my country potentially gain if we were to accept membership in your alliance?" he asked, his tone carrying a hint of curiosity.

The emcee looked towards his superior, Ahmad, at the center of the hall, seeking his approval, before receiving a nod to proceed. "Our agreements with Magikareich mostly revolve around technology transfer. For example, we are assisting them in developing propeller aircraft, a field in which they have been attempting but making no significant progress so far. We have initiated projects and agreements related to aircraft manufacturing, including the creation of self-sufficient industrial base to produce engines, fuselages, and other aircraft components through public-private partnerships and government-to-government collaborations. Additionally, we aim to improve their shipbuilding capabilities and potentially recalibrate their railroad gauge to match the standards of ASEAN and Mu, to made them applicable to ours. There are also other confidential arrangements, that I can't divulged here," he explained. Upon hearing this, everyone on Decatur's side nodded, acknowledging the unexpected benefits that awaited them.

"As for the Central Law Kingdom, our focus would primarily be on the economic aspects, which should be discussed in private. However, it should not differ significantly from the benefits offered to other member nations, including tax exemptions, tariff reductions, and improvements to ports and facilities associated with trade within the UDEA. Depending on the willingness of member states, you may also receive comparable treatment to Magikareich, such as the potential establishment of aircraft manufacturing facilities on your land, allowing you to build aircraft on par with those of a select few civilizations here, all constructed by your own hands and within your own country," he concluded.

Immediately, murmurs swept through the hall, and even some of the allied countries of ASEAN appeared perplexed by this revelation. Decatur quickly sought confirmation from his companions before locking eyes with the emcee. "Now I understand why you mentioned blurring the lines between civilized and uncivilized norms in this world," he remarked. "The idea of allowing developing civilizations to reach the heights of other established powers before your arrival is indeed intriguing."

The emcee of ASEAN, while acknowledging the accuracy of Decatur's observation, promptly countered his statement. "While it is true that we have blurred the lines between what is considered civilized and uncivilized by granting these so-called civilized and uncivilized alike civilizations the ability to create some of the most advanced technologies witnessed in this world, it is not an easy undertaking," he explained. "In comparison to Magikareich, which possesses a strong industrial and economic foundation that surpasses all others, the progress of other civilizations may be slower or even result in failure. It was a gamble, not a guaranteed opportunity, and I want to make that clear to everyone," he emphasized, momentarily silencing the crowd. "It should not be assumed that by joining our alliance, you are automatically signing up to have us build factories in your country. It is not an issue, as deficits like these were present in our former world, and we would simply ask others to join and contribute to cover the expenses. As for the aircraft, we can offer small transport aircraft airframes and large biplane types. The types that are considered military-grade will require further discussions, especially regarding the inclusion of specific firearms designed for aircraft use. It is important to note that one cannot simply mount guns on aircraft and expect them to function without issues or potential malfunctions." The emcee said.

"Alternatively, you can inquire with Mu for the export of their older aircraft models, which are still applicable. However, as the originators of those models, any export would require approval from both our parliament and the government of Mu. This is to prevent an arms race or the potential outbreak of random conflicts. Lastly, it is essential to understand that the trade of these aircrafts will be restricted within the UDEA. Any unauthorized sales outside of the alliance could result in expulsion, heavy fines, and sanctions." He concluded.

"That's more than sufficient, plenty in fact," he said, before finally standing, firmly while have opening his hand wide. "As the Duke of Decatur and representative of the Sovereign King of Central Law Kingdom and it's constituents, Vilair Von Decatur, I hereby proclaim our intention to join this alliance," he declared, surprising everyone present. The fact that Central Law Kingdom, a country from the Millicent continent and presently in a potential conflict, or perhaps even on the brink of war, with ASEAN, openly expressed its desire to join the alliance was astonishing beyond belief.

Then, one by one, other countries began to express their intention to join the alliance. "Gahara Theocracy, our country, will join this alliance. We have already established a familiarity with each other," their representatives announced.

"Altaras pledges its support and membership to this alliance," another country declared.

The Argathan envoys stood up but refrained from an immediate commitment. "We will consult with our government as quickly as possible. Please excuse us," they said before leaving the room, leaving some representatives behind.

"The Magikareich community declares its intentions to join the alliance," another announcement was made.

Out of the 52 countries in attendance, 20 immediately joined the alliance, solidifying their commitment.

Later, the Argathan envoys returned and openly stated, "Our country has decided to join the alliance," bringing the total number of member countries to 21. The majority of the remaining countries remained silent, including Mu, Sonal, Sios (which is practically a territory of Mu in Philades, similar to how Americans created Liberia, the only reason they didn't because Mu, their motherland didn't openly joined the alliance), Nigrat, and lastly, the ASEAN was still awaiting a response from Esperanto-Heiskanen, whose representative, Saffine, remained silent and uncertain about what to say or do.

"Now, with no additional members to our alliance, we will proceed with the signing of the official founding documents of the UDEA," the emcee announced. The papers were handed out to the envoys and representatives of the countries that had chosen to join the alliance.

After waiting for a few minutes to see if any other countries would express their intention to join, and with no response forthcoming, the emcee continued, "Now, at precisely 11:42 AM on 26th of January, 1641, 22 member nations, the UDEA is officially founded."

Talks are completed, so imma go for the info and story between within and outside ASEAN, and some stuffs as I inavertedly messed up some timeline stuffs I needed to line up, before going back to second civ. Or maybe I should really consider another published work specifically for side stories in AWS as they are rather so unfit for the ongoing chapter inclusions, it's awkward.
