Nano pov
I was in my lab looking over Night Owl Security's recent projects. When I came across a very interesting file. Why would Wilson be working on such a project? I opened the file and was shocked at its content. A power dampening bracelet that could be remote controlled by the police. With a few minor adjustments, I could turn it into a device to monitor the programming and see the status of the programming. Since Hunter is extremely stubborn and a wildcard. But this way, I could ensure that he is in line and if anything happens I can make adjustments to the programming remotely. All of a sudden, a notification from the superhero league appeared. They want me at HQ, immediately. Wonder why? I quickly changed into my superhero suit and used my secret exit to fly to league headquarters in Centropolis. As soon as I arrived Captain Valor was waiting for me.
"Hello, Nano, the council wishes to speak to you." He explains, why would the council want to talk to me? I follow him through League headquarters until he leads me to a conference room. As I enter the room, I see Monarch, Green Talon, Nighthawk, and Angel Knight sitting around a table waiting for me.
"Welcome Nano, We have business to talk to you about." Monarch explains, as she gestures for me to take a seat. I quickly take a seat, Valor takes a seat by Angel Knight.
"How may I help the council?" I ask, intrigued. Since the council has never reached out to me before. They must have become interested in me recently.
"We would like your input on your son's punishment." Nighthawk says, as he slides a folder over to me. I open the folder and see test results and data on Charge. What do they have planned?
"These are his power level scores, and his IQ results. Also notes taken about all of the fights he has been in." I point out, even more confused.
"The average score for a teen Superhero is a level 4, Charge scored a level 9. That is amazing but extremely concerning because of what it also means." Green talon remarked, impressed. It means that Charge is a superhero that needs to be monitored. So him fighting Starling is extremely concerning, because it means that if he separates himself from the league. He can become a major threat, which means the league has to take measures to ensure that never happens.
"It means that his powers are still growing, and that also means he is extremely likely to go above power level 13. Since the average hero reaches their final power level at the age of 21. The fact that he is 4 years away is concerning." I remark, understanding what Green Talon is saying. Why are they telling me this?
"Which is why we have decided on Charge's punishment. He is to go through League mental training, which instills in him the league values and loyalty to the council. This however would cause him to become a classified asset of the league. We would like you to be his handler, since we feel that you are the best suited for such a job." Angel knight reveals, proudly. Wait, if I become Charge's handler this would allow me to activate the programming. Which would allow Charge to become a secret operative for Onyx. The League would never suspect that of Charge.
"I understand that Charge's powers are concerning. However, why is League mental training the best option?" I ask, pretending to be worried as I hide my inner glee.
"We decided that this was the best option, because Charge's actions with Starling showed us. He has the potential of going rogue, and that was extremely concerning to hear. So we made this decision thinking about the safety of Centropolis. This is the best way to ensure everyone's safety." Captain Valor explained, with a sense of duty in his voice.
"Well, may I make a suggestion?" I ask, carefully. Monarch nods her approval and lets me speak. "I recently acquired blueprints and a prototype of a power dampening bracelet. It is possible for the bracelet with a few minor adjustments made. I can make it so the council can monitor how the training is holding. Also to see the progression of his powers, so the council can do whatever they deem necessary."
"That would be nice, and it would give us another way to monitor him." Nighthawk comments.
"How long would it take for you to create a version tailored to Charge?" Green Talon, as interested.
"Three days, however, it would be untested." I answer, the council looks at one another and nods.
"In three days, Charge will be making an appearance here at HQ. You have until then to get something ready." Nighthawk declares. Wonderful, Three days until Onyx has a new secret operative.
"Is that all?" I ask, curiously.
"No, we have one other thing we would like to discuss with you." Captain Valor answers, while smiling.
"The council has seen all the effort you have put in towards protecting civilians. Your work ethic is admirable, we believe that you should have a higher role in the league." Monarch remarks, while looking at me intently. What kind of role are they talking about?
"What position are you thinking?" I ask, intrigued.
"We would like to offer you the position of leader of the council and league." Angel knight revealed. They want me to become the leader of the league!!! That would mean all superheroes would work for me, and Onyx could do whatever he wants! Since I would control the superheroes, this will benefit my plans greatly.
"I am amazed at this offer, since there hasn't been a sole leader of the league for a long time. What caused you to make such a decision?" I ask, amazed.
"Ever since you have appeared, crime has been on a steady decline. Plus, you have been working hard towards defeating Onyx. We believe that you will lead us to victory against Onyx." Monarch explained, as she slid across the table a box.

I opened the box and found a ring with the league and my symbol combined on it. "Do you accept?"
"I would be honored to serve the league in this capacity." I say, as I pick up the ring and look at it. You don't know who you gave such power to.
"Well, then we need to swear you in." Green Talon comments, excitedly. Captain Valor stood up from his chair and walked out of the room. A few minutes later, he returns with a book and a blue cape with gold details on it. Everyone gets up, I follow their lead.
"Nano, please kneel, and put your right hand on the book." Monarch orders, I kneel before her and put my hand on the book Captain Valor is holding. What kind of book is that? "Raise your left hand."
Nighthawk grabs the cape and stands behind me. What is about to happen? Angel Knight and Green Talon Stand beside Monarch. I can feel everyone is watching me carefully.
"Nano, you kneel in the presence of the council. We make decisions for the league and the safety of the innocents. It falls to us to make the decisions that have everlasting impacts. We deemed you worthy of joining our ranks, however we have also deemed you worthy of becoming the leader of the League of Superheroes. Do you understand the responsibilities that you will now carry?" Captain Valor asks, seriously. I look at Monarch, everyone watching me.
"I, Nano, understand the responsibilities that I will now carry as a member of the Council. All these I will fulfill to the best of my abilities." I promise, Monarch nods her approval.
"Do you swear to always do what is best for the civilian world?" Captain asks, I hate having to say yes to that, but I know it has to be done.
"I will always do what is best for the civilians." I promise.
"Now, do you swear to always serve the council no matter what?" Captain asks.
"I promise to be loyal and true as I serve the council." I say, proudly.
"I declare Nano officially a member of the council. May his time bring Justice and peace." Monarch declares, as Green Talon attaches the cape to my suit. "Nano, your right hand rests on the moral code of the league. This is the code that all hero's are expected to follow. Do you swear to ensure that this code is followed by all heroes?"
"I do." I say.
"Finally, do you promise to lead the league with pure intentions?" Monarch asks.
"I shall lead the league with pure intentions." I say, while looking at Monarch. Angel Knight is holding the ring symbolizing my new position. He grabs my left and starts to slide it on my ring finger.
"With this ring, I declare you leader of the council and Leader of the League of Superheroes." Monarch says. Captain Valor puts the book away then comes back into the conference room. It's time for changes to be made to the league. I stand up and look at the council.
"I have many ideas on how to improve the league. Let us all work towards a bright and safe future." I remark. They all clap for me, and then leave. However, Monarch stays back.
"Follow to your office." She says, as she starts to leave the room. I follow her through a series of hallways and stairs. Until, she stops in front of a door and gestures for me to go in. I open the door and walk in to see an absolutely amazing office. This is all mine! Onyx must be informed of this development right away. I hear the door close and lock, immediately I go over to the computer and connect my personal server to it. Once all security measures are downloaded, I call Onyx.
"Nightmare, what is the meaning of this?" He demands, as he answers my call.
"I have news that you would find most pleasing." I remark, proudly.
"What?" He asks, intrigued.
"I have been informed that Charge is making an appearance at league headquarters in three days. Additionally, the Council has made me the Leader of the league of superheroes." I reveal, smugly.
"That is excellent news, you now control all superheroes and Charge is returning. My plans may be back on track after all."He says, extremely pleased. "You are to start implementing changes immediately to the league. When Charge gets to league headquarters make sure it isn't possible for him to escape."
"Yes, All powerful leader." I responded. He ended the call, what changes to make to the league? I can think of two things: a rank system and mandatory training. The mandatory training would ensure that everyone stays loyal to the league. Then the league rank system would have 13 different ranks. I would be the highest rank, and I would ensure no one could take my place. The ranks would be: trainee, cadet, sidekick, specialist, superhero, superhero 1st class, corporal, first lieutenant, Captain, Master sergeant, staff sergeant, Major admiral, and Lord commander. Yes, Trainee through specialist would be for heroes of 5 years experience or less. Then hero through Master sergeant would be for hero's with 6 years experience or more. Finally Staff sergeant through Lord commander would be for the best and most powerful heroes. I better call the council since they need to know of these changes. Quickly, I opened my computer and requested the council's presence in my office. 10 minutes later, they were all standing in front of my desk. "I have decided effective immediately, there is going to be a rank structure put in place. This is so the league can be more efficient in our efforts and to ensure we have strong leadership. The title of superhero is a title that must be earned, now. You are required to address everyone now, by their titles, not just the hero name."
"What is the new rank system?" Monarch asked, intrigued.
" trainee, cadet, sidekick, specialist, superhero, superhero 1st class, corporal, first lieutenant, Captain, Master sergeant, staff sergeant, Major admiral, and Lord commander. Now, I am guessing you want to know what rank you are" I remark, everyone nods curiously. "Now, you all are going to receive the rank of Major admiral. Which means you are to follow my orders, and complete whatever tasks I assign. You will address me as Lord Commander Nano, any order given the proper response is yes, my lord. When you are standing before me, you shall kneel. Do you understand?"
"Yes, my lord."
