Astro is a vigilante from district 16. He is mute from what I have observed, and wears no mask. His outfit consists of shades of purple. He has the ability to teleport

Astro's partner? Avian?
I hated office days.
Phil poked his head into the office. "Hey, the higher-ups want you to try and capture the duo now that you have the lay of the land."
I turned to Phil. "I met one of them last night."
"What! How?"
"Mans popped up with a flash of purple, and I tackled him."
"And you didn't bring him in?" Phil asked incredulously.
"Well, no. They told me to get a lay of the land."
"You could've captured him Wil!"
"No I really couldn't. But I did update their file!" I said brightly.
He sighed, "Alright, what info have you gotten from him?"
"His Vigilante name is Astro, he uses sign language, and he can teleport."
"And his partner?"
I shrugged, "didn't see them, just Astro."
"I know you don't like overthrowing vigilantes, Wil, but you know why we have to."
I slammed my hand on the desk, "No, no I don't. I don't understand why we get rid of people who are lawfully wrong, but morally right!"
"Tell me Phil, what would you do if you saw someone being mugged and you could stop it!"
"I would stop it."
"Now what if it was the same, but it was illegal to stop crime, unless you were a policeman?"
"Then I would become a policeman."
I slammed my head against my desk. "It doesn't always work that way."
Phil was kind and loving, but sometimes he was a bit shallow.
Even though he is my father figure, we couldn't be farther in view points. He grew up here, in District 1. I grew up in District 10, which isn't as bad as District 16, but still! My parents both worked two jobs and some days we still went hungry.
Astro looked young, and I wouldn't be surprised if he lived without parents.
Phil just didn't understand the struggles of the Districts.

I know I'm supposed to catch the Vigilantes, but real crime comes first.
"Are you patrolling District 16 now Jubilee Line." A man asked as I helped him up.
"For now."
"Ask the Vigilantes for the lay of the land, they know everything that goes on here."
"Thank you sir."
"I'd say talk to Moon, but they might not be patrolling 16 tonight."

"Wait! I just want to talk."
"You can talk and run!"
"Alright, where is Astro?"
"Not here tonight!"
"One more thing, what's your name?"
He twisted to face me, "Are you out of your mind!"
"Probably, what's your name?"
"Icarus! Now leave me the f*ck alone!"
I fell back, true to my word.
