What happens to the evacuated monsters?

In a regular Genocide run we don't get to kill everyone. Most monsters evacuate and we are unable to get to them. Is sans any different? Because he can teleport he may have access to places the player never did in a regular Genocide run.

Does he kill all the evacuated monsters too? (This means his exp would DEFINITELY be at least 500 times our max exp in game which is terrifying of how many more monsters that are left to kill even if a Genocide run is over)

It's a pity for the evacuated monsters, but I think he can. Indeed, there will be no one left underground. (Except for him)
