The story takes place after the second rise of Voldemort. Right after the next generation of Potters, Weasleys, Grangers and Malfoys had stopped the Dark Lord from rising again.
Draco Malfoy has a twin brother. Since Draco and his brother were born during the first rising of Voldemort, Astoria and Lucius decided it was best to raise them in the Muggle world.
But news had already got out that Astoria was expecting a child. Voldemort had already got them to be death eaters.
The Malfoys had twins which came as a surprise to them as both were expecting only one kid. So they did the obvious; they kept Draco and sent his brother off to a Muggle orphanage so that at least he could be spared from being a Death Eater.
