The Parpaldian Empire 3rd foreign affairs department office was located outside the palace. The function is almost identical to the ASEAN foreign affairs ministry that in charged in the handling diplomatic relationship with foreign dignitaries. But there's a difference though as the Parpaldian Foreign Affairs department has 3 types of caste in dealing with other countries.
The 1st department was located at the palace and exclusively made the dealings with the 4 other superpowers as they needed the most delicate care at most so because of this the elites of the elite gathered here.
The 2nd department was located outside the palace and deals with the civilized countries other than the superpowers. Though they are not equals with the Parpaldian Empire but they still needing some prudence in handling them while gaining better leverage that advantageous to them because some of them are allied or protectorate of other superpowers so they cannot exploit them by showing off their national powers. And the staff here were the rest of elites assigned.
And finally the 3rd department was also situated in the outside of the palace like the 2nd department but the difference is they are most numerous staffed department amounting 60% of the Parpaldian Foreign Affairs department and they deals with the barbarians of the outside civilized zone which a thousand times weaker that them. They where tasked to handle the barbarians through any various means such as sanctions on the trade, pressure with the difference of national powers and the most upfront is sending the imperial oversight army to directly punished them.
The secretive and costly national stratagem initiated by the 3rd department was spectacularly failed due to intervention of ASEAN and because of the immense resources and time they poured in, they are in tough position to hide their failures but fortunately the information about the failure still limited in the 3rd department as no ones knows the ASEAN but he little know that someone already discovered this country and presently doing extremely stupid that would put the Empire in extreme jeopardy. Nonetheless without prior knowledge he ignored it for the moment thus presently Kyeos trying to patch everything through anything as far as making the ASEAN, the new owner of lauria to pay the debts and investment that the 3rd department poured in.
The current issue right now why Kyeos was so angry. It was all about a country 210 Kilometers away from Parpaldia, there are 2 like a ying and yang shaped islands, the country located in the east was the kingdom of fenn while in the west the country was called Holy Land of Gahara. Both island nations have a total length of 120 and width of 60 kilometers. And another 500 kilometers south lies the country of ASEAN.
As per of the Emperor's order, the notion of expanding southwards was taken by the 3rd department to get some credit thus they demanded Fenn to gift the forested area of about 400 square kilometers in size thinking that the Fenn doesn't need it as they don't have any use to it anyway so there's no loss or disadvantages to the country. But then--Shihan king of Fenn declined the demands even though it was a generous offers that any barbarians countries would come biting after giving a word. If other uncivilized countries heard it that the king of Fenn declined such once in a lifetime offer they would likely gonna call Shihan as brainless nuts as the benefits was enormous;No one will picked a fight with them as they have the Parpaldian on their backs, they will turned into semi civilized state once the trade with such benefits begun and lastly they will gonna become a filthy rich country.
But for some illogical reasons, Shihan declined the offers, so the department offered 2nd proposal of leasing it for 498 years but got declined one more time.
"They'll regret it, such ignorant gnats for us whom bearing the title of one of the world's superpowers" with a blue streaks in the head. Kyeos swears then ordered the dispatch of oversight army.
3rd Department diplomatic counters

Currently, the group of ASEAN diplomats dispatched to Parpaldia are doing the vicious cycle of returning back and forth like clowns in the 3rd department diplomatic counters for more than 2 months of negotiating for the request of establishment of the diplomatic relationship between the countries speaking of which was all for naught as the requests and the conditions of the Parpaldia was utter ridiculous or outright borderline madness and because of it they politely decline it over and over again.
Originally, The ASEAN wouldn't want to associate with the Parpaldian right now as they still have some difficulty in diverting resources; material and manpower in the current trend of amassing and upgrading their armaments, it also includes the enormous budget allocated in supervising the improvements of infrastructures and building new exclusive ASEAN settlements that estimated to house nearly 8 Million mainlanders in 4 cities and 12 towns located at Lauria--the newly acquired territory and planned doubling if not triple the number in the future.
But, an event that caused them to immediately organized a diplomatic corps to send a protest and demand of returning the ASEAN who turned to slaves in the Parpaldian Empire. Yes, Slaves the ASEAN citizens mainly the vietnamese and filipino fisherman that went missing months ago by the pirates who captured and sold them as a slaves somewhere else before the final destination confirmed to be in the Parpaldia thus got rescued immediately and fortunately it was culminated when a merchant coming from Qua-Toyne tipped that there's an exotic ASEAN look alike slaves that being auctioned in the slave markets of Parpaldia then the latter confirmed that they are indeed ASEAN nationals. The ASEAN council wants to demand of safe return with compensations of the nationals that turned into slaves but they were troubled when the Parpaldian 3rd department said that they cannot give a demand nor protest due to their diplomatic relationship is non-existent thus the ASEAN embarked in a set of negotiations to form a diplomatic relationship but got axed Because of the stupid conditions set by the Parpaldian Empire--A country that much weaker and inferior to ASEAN.
So, At the moment. Because they cannot give any formal protest nor do anything to stop the slavery, The ASEAN decided to do some contingency plans to prevent any further incidence involving it's citizens turned slaves in Parpaldia including the authorization of arming the vietnamese based naval militias by machine guns class armaments, another is the increased numbers of patrolling coast guard and navy warships and lastly the formation of ASEAN home fleet divisions:

1st Fleet Division
*Naval Headquarters located at Singapore.
*All of collection of the best ships are gathered here and the so-called strongest fleet division
*Located strategically in the heart of ASEAN, tasked to be a mobile support fleet in defense, to supplement the inadequacy of other fleet in dealing other external threats like in the times that they are woefully outnumbered and the enemies scattered everywhere thus here the 1st fleet comes in those event that the other fleet cannot handle alone.
2nd fleet Division
*Naval Headquarters located at Yangon city.
*Primary Objective is to defend the western part of the ASEAN to any external threats
*Additionally they were the fleet who always frequently patrolling the northern rodenius.
3rd Fleet Division
*Naval Headquarters Located at Hai phong city
*The largest fleet in the fleet divisions in terms of numbers due to incorporations of naval militias.
*Tasked for safeguarding the ASEAN fishermens as they have more ships to spare in protecting them.
4th Fleet Division
*Naval Headquarters Subic Bay Freeport Zone
*Mainly tasked for anti-piracy operation with the support of other fleets, the reasons is the rampant piracy in the northern part of Luzon or batanes group of island which is the epicenter of numbers of kidnapping happened.
5th Fleet Division
*Naval Headquarters Nominally stationed in the ports in southern Makassar but they also made the port of Jayapura as a homeport in case of emergency.
*The most unique fleet, as this has no official Naval headquarters at all.
After ironing the remaining small details. They begun to see some results after the clashes of pirates and naval militias vessels armed with machine gun, sinking 4 pirate ships and capturing 15 others. The ASEAN naval militia forces successfully employing a WW1 era Q-Ship or WW2 merchant raiders like tactics which each fishing vessels or dedicated militias vessels hides their armaments then when someone's bites on it and tried to board the ship they will begin attacking the boarders. This successes lead to decrease of kidnappings and reducing the attempts of pirates to messed with the ASEAN.
A week later the threat of pirates is almost extinguished and another event that caused them to adjust every plan in scratch. A single ship of the line bearing the banner of Parpaldian Empire came in contact with one of the militia vessels, owing to the lacked of knowledge of the captain of vietnamese vessel as he only so far knew the flags of countries located in the rodenius or either the country called Altaras--The country who bought a bulk over a hundred captured large galleons of the former Laurian kingdom after hearing it was planning to be scrapped or sold to Qua-Toyne Navy. Not to mention the unique sense of formality of this unkown ship excludes thus they decided to avoid any conclusions and didn't attacked it because of the possible diplomatic troubles they'll got that'll be definitely not good. Nonetheless they wanted to establish a contact to the unkown antiquated ship but cannot due to they didn't have any magic comms however because it entered the territorial Waters of ASEAN so they approach it with caution to warn it that they invading their country's premises upon nearing in the unkown ship it opened it's gun ports at close range instantly ravaged the ship with gunfire making it half listed in a matter of minutes not to include it also nearly killed every crew at the seemingly unprofessional point blank range surprise attack by the ship of the line. This incident lit the anger of ASEAN after they identified the perpetrators as the Parpaldian Empire, they begun to move and almost gone in conclusion of considering sending a whole battle group or buzzed their capital with supersonic jets, some suggestions are also extreme such as immediate retaliatory strikes on the Parpaldian port that docks the ship that attacked the militia vessel.
After that event, the ASEAN envoys to Parpaldia were ordered to return home immediately. However, they stubbornly tried to appeal to their country to reconsider it thus they were allowed to communicate with the 3rd department of Parpaldia after the argumenting for their country's consent to establish contact for one more time nonetheless get snubbed by the receptionist on the diplomatic counter thus Kyeos lost his chance to establish contact with the ASEAN that would prove very fatal to him and his country. The one who only remains in the Parpaldia is; the specialist units to protect the envoys in a worst case scenario, the fake merchants planted by ASEAN to sniff off and buy off the ASEAN nationals whom captured by the slavers in Parpaldia with counterfeit money that being mass produced like candies and plenty of spies being smuggled inside the country.

The kingdom of Fenn "A country ruled by samurai" that's the first impression of any earthling's if they come across with this country. A country that resembles the Japan in the former world during it's warring states period, The Fenn, also shared some similarities to the ASEAN as they aren't capable of wielding magic thus their ancestors resorted to how learn the way of sword thus in seeped deep to their way of life even until now thus they deem hold respect to the strong and ridiculed the weak. The quality of life here is low and very impoverished but they are in high spirits, thinks always the positives and all of them acted polite and properly to others.
And the current reigning king of this country is Shihan also the strongest of all.
"We may soon be in war with the Parpaldian Empire"
Everyone paled in the prompt declaration.
Knowing how terrifyingly strong the Parpaldia coupled by their lacked of magical aptitude that makes very lacking in offensive spells and slow inter-units coordination due to the magic equipment that needed to communicate with each other is also non-existent, thus the speed of communication hindered them to fight effectively even against a country that equal to their numbers.
One thing to think also, The Parpaldian Empire hailed as the strongest country in third civilization.

A very pitiful comparison between a superpower and uncivilized country. Not to include the difference in quality of soldiers equipments and the numerical disparity was large and the norm of not picking a fight with a civilized country is enough to know they won't win.
Silence dominated the room
For the reason why Fenn doesn't have wyverns is because of the presence of wind dragons on the neighboring Holy Land of Gahara. The wind dragons are very intelligent and on top of that is one of the Apex predators of wyverns, so that's the reason why wyverns won't come near to settle in Fenn. As a reminder of their strength even though low in number they made the superpowers at bay due to their strength that they possess.
"Currently, I am requesting support from Gahara and preparing various counter measures in case"
The meeting ended in a inconclusive tense atmosphere. Later on after the end of meeting Shihan was talking to his adjutant while waiting to the upcoming meeting with ASEAN diplomats whom diverted from Parpaldia to Fenn for the establishment of diplomatic ties" So this country called ASEAN is that strong?"
"Yes sword king. And base on what information the Gahara gave us it seems they are even stronger than Milishial Empire"
"Hmmm...that so--" Thinking on the possibility of the a new ridiculous country emerge to steal the seat of the world strongest the Holy Milishial Empire, Shihan can't help but laugh.
A few moments later the ASEAN envoys entered the room.
"Diplomats from ASEAN are here sword king" the aide announced. The ASEAN envoys promptly stood and give a bow.
"So, you must be the envoys from ASEAN?" The discussion begun in the table between the ASEAN and Kingdom of Fenn. In the opening move the ASEAN envoys gives a greeting followed by gifts which includes; Processed Pearls, Silk, palm oil, various types of rice, different kinds of swords from member states, footwear, textiles and such. The quality of the goods sent by the ASEAN as a form of gift are so high it made of the eyes of some guards round. Due to it's astonishing qualities sword king begun inspecting the gifts and took interest in unusual sword from ASEAN, A kriss. After he pulled the sword from it's scabbard the sword king muttered "Interesting sword" Piqued his interest because of the wavy blade of the sword. Thus satisfied by the inspection he concluded that the information from Gahara are indeed true. Seeing this the envoys inner thought says 'Bingo!' due to success in hooking the king of Fenn using their gifts however still for some reason the Shihan argued that how a country with tremendous national power wants to have a equal footing with a country that obviously weaker than themselves nonetheless he said he had no reason to decline their request of establishment of diplomatic ties.
Because of the direction of the talks begin to go on the favor of the ASEAN envoys their face was brighten and begin to talk once again but Shihan cut them short saying that their country's technological marvel's are way too unbelievable so they wanted a proof of it--He wanted the ASEAN to send a fleet of warships in the upcoming festival that would held in the capital of fenn which a utter ridiculous request from the sword king. The fact that the king himself letting a group of armed foreign militaries to enter his country is weird as no one are sane enough to invite foreigners that yet to established diplomatic ties with them let alone have them stay in their capital with full fledged warships. Even confused they considered it as a norm of a militaristic like way of life of a country of another world so later on they decided to send an entire battle group in response to the request of the king as a show of force and a diplomatic trump cards to ensnare diplomats from foreign countries that would attend the festival.

Question: Letting Kyeos ALIVE OR DEAD?
For the weird ass home fleet division illustration there's no eez once again there's no Papua New Guinea and Australia it doesn't meant that they needed to be extended--The reason is it's relatively empty no one will ever claim it other than the ASEAN so there's no need for such extension. Jayapura is located in papua province of Indonesia and for the Hai Phong it is a city also a province level municipality located in North of Vietnam and it is the third largest in Vietnam after the Hanoi and Ho Chi Minh just for Info.
And for clarification for how the fleet division works? It's just made the cooperation of each country easier and the accessibility of ports of the appointed ships in the fleet for example; the ships of brunei that under the command of 4th fleet could freely go here and out inside the jurisdiction of the 4th fleet but in contrast if they move inside the 1st fleet area of responsibility unless they have permission they won't be letting inside of it.
