Back on the streets, you, Zemo, Bucky and Sam walk down the sidewalk.

"Shame what's become of this place. When I was young, we used to come here for fabulous dinners and parties. I knew nothing of the politics of the time, of course, but I remember it being beautiful." Zemo admired the dirty and empty streets.

"I'm gonna take a look around upstairs. See what you can find out here." You glanced around the streets with street carts and people on bikes. "And keep an eye on him." You eyes Zemo, glaring at him.

"I'll stay out of your way." Zemo with his smart ass comments.

You walked up the stairs and down a hallway, seeing pedestrians and kids minding theirselves.

A man is announcing indistinctly on a PA.

You spot a kid, who by the looks of it was frightened out of his mind. "Hey, kid." You with your most gentle tone greets.

The kid doesn't even look at you. He runs into another room where you follow him and see a woman at a desk.

"Excuse me. You heard of Donya Madani?" You questioned her.

"Um... No." She shot up from her desk and ran out of the room. You tilted your head in confusion.

You then noticed a box with school supplies and paint with a handprint. You glance up and see someone else.

"Hey! Donya Madani? Hey, wait." You ran about three feet then stopped, not wanting to frighten them as much as they are now. You groan. "Shit."

Suddenly, you heard the doors locking. You turned back, intrigued.

You then scan the place some more and walked into another room, where a teacher was with three students, talking to one strangely.

"Excuse me." Your voice echoed through the room.

The teacher stood up, surprised.

"Do you know a woman by the name of Donya Madani?" You walked toward the teacher slowly. "She was a refugee here." Your eyes scanned the room.

"We're not refugees, for we have nothing to seek refuge from. We're internationally-displaced persons, for what it's worth, and we don't trust outsiders." The man stepped to the side.

"No, I understand. I'm not from here, but I have a pretty good track record of helping out." You smiled sweetly at him to let him know you don't mean any harm.

"I know what happens when people say they're going to help out. Nothing. The Global Repatriation Council promised to send more teachers, supplies. That was six months ago." The man scoffed.

"What's your name? Maybe I can make a call." Your voice was sincere. You wanted to help them so badly.

"I know who you are. But I can't trust you. I'm sorry. Let's go." The man picks up the child and heads out of the room.

You headed back down to the city, where you spot Zemo sitting at a round table, giving kids the candy he gave you back in the room. Your face turned puzzled as you see Bucky and Sam just watching him, more confused.

"It's starting to feel like a dead end." You came behind them with all you three staring at Zemo.

"The hell is he doing?" Bucky questioned, eyes narrowed.

Zemo stands and turns to you three, secretly. He then nods to the kids and seemingly like he is talking to them.

Zemo then turns his back and walks towards you. "Cute kids." Without stopping, he heads up to the room where you three follow him.

You close the door behind you.

"Well, I got nothin'. No one's talkin' about Donya." Bucky sits himself on the couch and groans silently.

"Yeah, it's because Karli is the only one fighting for them." You reminded.

Bucky sighs.

"And she's not wrong." You added.

"What do you mean?" Bucky turned a little hostile, raising his eyebrows.

"For five years, people have been welcomed into countries that have kept them out using barbwire. There were houses and jobs. Folks were happy to have people around to help them rebuild. It wasn't just one community coming together, it was the entire world coming together. And then, boom. Just like that, it goes right back to the way it used to be. To them, at least Karli's doin' somethin'." You explained more in depth.

"You really think her ends justify her means? Then, she's no different than him or anybody else we've fought." Bucky explained more rationally to you.

"She's different. She's not motivated by the same things." Your voice was sincere. Bucky and you lock eyes for a moment until Zemo ruins it by walking up to Bucky.

"That little girl. What'd she tell you?" Bucky asked.

"The funeral is this afternoon." Zemo answered dully.

"You know the Dora's coming for you any minute. In fact, they're probably lurking outside right now. Keep talking." Bucky's eyes were dead straight at Zemo's.

"Leaving you to turn on me once we get to Karli. I prefer to keep my leverage." Zemo scoffed.

Bucky then stood up and walked towards Zemo. Bucky grabs the glass from Zemo's hand and shatters it to the wall.

"You wanna see what someone can do with leverage?" Bucky's teeth were clenched, angrily.

"Take it easy. Don't engage him." You stood in between Zemo and Bucky, eyes focused on Bucky and his next move. "He's just gonna extort you and do that stupid head tilt thing." You glare up at Zemo. Zemo then suddenly fixes his posture.

"Let me make a call." Sam was right behind you, ready to do something if it got worse.

You motion your head for Zemo to leave.

"You want some cherry blossom tea?" Zemo mocks Bucky.

"No, you go ahead." Bucky's teeth unclench as he feels you grab his arm, squeezing it.

"Zemo." Your voice was demanding.

"Come on, we got to find Karli." Sam's voice was desperate.

After Sam got off the phone, he fills you and Bucky in.

You head out of the room and get back on the street.

Just as things couldn't get any worse, you heard an annoying ringing in your ear, having it be Walker with his sidekick with him.

"Karli Morgenthau is too dangerous for you guys to be pulling this shit." He comes from down the stairs quickly, seeming like he was upset.

"Ah!" Bucky through his hands in the air, annoyed. "How'd you find us now?"

"Come on, man. You really think three Avengers can walk around Latvia without drawing attention?" Hoskins butts into the conversation.

"No more keeping us in the dark. You could start by telling us why you broke him out of prison." Walker points to Zemo, who just stands there looking dumb and lost.

"He did that himself, technically." You shot to Walker.

In an annoyed tone, Walker speaks. "This better be an unbelievable explana..."

"Hey, take it easy before it gets weird." Sam placed his palm on Walkers chest to calm him down.

"I know where Karli is." Zemo from the back spoke.

As Zemo was walking forward, Walker stopped him by placing his hand on Zemo's chest. "Well, where?"

"All we know is, it's a memorial. So, we're gonna intercept her there."

"That means civilians. High risk of casualties." Hoskins whispered to Walker.

"All right, good, we'll move in fast. Take her by surprise." Walker began to walk up the stairs but you rushed up to catch him to him.

"No, I wanna talk to her alone." You demanded.

"I'm not losing her again." Walker shoved you off.

"Look, the person closest to her died, she's vulnerable. If there's any time to reason with her, it's now." You tried to get it through Walker.

Walker then walked passed all of you and stopped you all, "What? No. Wait, no! No! Stop. Hold on. Stop, okay? I think we're way past reasoning with her, unless you forgot the fact that she blew up a building with people still in it." Walker states a little anger in his tone.

"Y/N, you walk in there cold, she could kill you." Hoskins warned.

"If I go in hot and the op goes wrong, more people will die." You shot to Walker.

Walker scoffed, "You're gonna let her do this? Are you gonna let your partner walk into a room with a Super Soldier alone?"

"She's dealt with worse. And she's not my partner." Bucky shot coldly to Walker.

Your heard dropped. You caught eyes with Sam, who gave you the look to focus on the task.

"Listen, I do not have to take any orders from you, alright?" You turned hostile towards Walker.

"Wait, John. If he can talk her down, it might be worth a try." Hoskins was trying to get Walker to listen.

Walker scoffed, "We'll deal with you later."

"I'm sure it will all come to an agreeable conclusion. My associate is just up ahead."

Seeing a little girl by the stairs, you all walk towards her. Purposely, you cut off Bucky and bumped into him, leading the group.

"Hello, my friend. This is for your family." Zemo hands a little girl something. "Can you show us the way?"

The little girl motions for you to all follow her. The walk was only about two minutes as she led you to a hidden door where it leads to Karli.

The little girl opens the door and signals to Zemo. "Karli's in there." Zemo pointed.

"All right." You exhaled.

Suddenly, Walker grabs Zemo and slams him against a wall and handcuffs him to a metal bar.

"Hey. You got ten minutes." Walker demanded you. You turned back, locking eyes with Sam and Bucky. They both nodded to you to be safe. You smiled weakly to them.

"Really?" Zemo groaned.

"Then we're doing things my way." Walker threatened.

"Aggressive." Zemo snickered. "But I get it."

You rolled your eyes and turned around to head to talk to Karli.

Reaching the top, you heard Karli's voice break as she was giving a eulogy about Donya. It simply reminded you about the one you gave at Tony's.

You were bold. You show yourself to Karli as you felt her gasp as she took a look at you. You show her remorse on your face, wanting her to know you didn't come to hurt her.

"She taught me that we have to do for each other because they won't. And we know who they are. They imposed struggle and hardship on us, then labeled us as criminals for pushing back. But the struggle is what brings us all together. People who have nothin' in common. For we are, after all, simply one world and one people." Karli then glanced back up at you. "So live accordingly."

Each individual there show their respects to Donya. About a few minutes later, it was just Karli, waiting for you to come down.

When you did, it's like she felt your presence behind her. "I saw you back there."

"I came alone." You alarmed her so she wouldn't get hostile towards you. "I just wanna talk."

"Bold of you." Karli snaps.

You look at the casket. "I'm sorry for your loss."

"Don't condescend to me. I'm not a child." Karli snapped again, but you understood.

"I'm not condescending. I know what it feels like to lose someone. Believe me." You desperately wanted her to understand you didn't want to harm her. That was the last thing you wanted.

"No, you don't. Not like this." Karli glanced at the casket, sadly.

"It doesn't have to be a war, Karli." You stepped forward to her, wanting her to understand.

"They started a war as soon as they kicked us out of our new homes and onto the street. People all around the world need me. Millions of them." Karli explained.

"Right, I can't speak for millions, but I understand you. I understand your frustration. I understand your helplessness." Your voice was sincere as you leveled with her.

"So, you want me to stop because people are gettin' hurt, right? But, Y/N, what if I'm making the world a better place?" Karli steps forward to you.

"No, it's not a better place if you're killin' people. It's just different." You explained to Karli more in depth.

"You're either brilliant or just hopelessly optimistic." Karli sarcastically shot.

You chuckles softly, "Well, can't I be a little bit of both?"

"No." Karli shot rudely.

You scoffed, then watched as Karli sits on top of the table, getting really comfortable around you.

"This guy I know, who knows more about Super Soldiers than anyone else on the planet, he says... you're a supremacist." You raise an eyebrow with your hands in your pockets.

"Me?"

"Yeah."

"That's ridiculous. Everything I do is to end supremacy. These corporations and the beasts who run them, they're the supremacists."

"So, let me ask you. You have more serum, right?" You questioned Karli as you leaned your back away from Karli on the desk.

"So?"

"Are you going to increase your army? You're killin' innocent people." Your voice was trying to get Karli to understand you.

"They're not innocent. They're roadblocks in my journey and I'd kill them again if I had to." Karli shot out of anger.

"Wow." You smacked your lips.

Karli hops off the table, "No, no. I didn't mean it like that. You tricked me into sounding like..."

"Like what?" You interrupted Karli. You crossed your arms.

"The people I'm fightin' are trying to take your home, Y/N. Why are you here instead of stopping them?"

"You know, I'm waiting for that exact same answer." You chuckled lightly to yourself. Your eyes connected with Karli's, "I'm not your enemy." You shake your head. "I agree with your fight. I just can't get with the way you're fightin' it. And I'm sure she wouldn't either." Your head points to Donya's casket.

Karli then moves her eyes to the casket. Right when you two were having your moment of peace, a voice boomed from down the hall.

"Karli Morgenthau, you're under arrest." Walker out of nowhere comes in hot with his cuffs in his hands.

"So, this is what that was?" Karli turns to you, heart broken like she really did begin to trust you.

"No, Karli wait..." You stepped forward, shaking your head eagerly.

"Tricking me until your backup arrived?" Her voice cracked as she backed up as Walker was getting closer.

"No, I think we had enough time to talk." Walker pushes you with the shield and you fall to the floor. "Why don't you..." Suddenly, Karli kicks the shield and it has Walker and Hoskins who was behind him fly and hit the table.

Heading down the stairwell, you pant as you walk up and down the stairs, desperately trying to look for her.

"Shit." You groaned. Walking towards more light, you caught up with Bucky.

"I lost her." Bucky scans the area.

"This place is a maze." You in frustration groan.

Suddenly, you heard gunshots from across the way.

Running to it, you spot Walker who was panting for breath. You spot Hoskins and Sam come from the other direction.

"What did we miss?"
