Clove
Clove should've won the hunger games because she is beast at knife throwing. She is quick and agile, and she could probsbly climb trees like Rue and Katniss. She could've won alongside Cato with the rule change, and if it was revised for them too, she could probably kill Cato too. She would've won if it wasn't for Thresh and Katniss's backpack at the feast. If she hadn't been talking about Rue,Thresh wouldn't have killed her. Scientificly Clove shouldv'e won.
