Horton is a god.

All the animals in the jungle, that Horton Hears a Who takes place in, are Gods and Goddesses.

In the past none of them have created life before.

At first the Whovill that is on the speck is not real, but over time Horton creates this tiny world.

So you know how Horton is like the teacher or whatever?
In that one scene were the kids are talking about the "fake" speck worlds that they made, cause like I said all the animals are gods.

Horton was teaching them how to create and care for life.

And by the end of the movie when everyone stops being a Karen ass bitch they except Horton and the life he created.

Well, the other animals started creating their own worlds, with what Horton taught them. That's why there are multiple different Whovills, and why the who's in Horton Hears a Who and in The Grinch look different.
