In 2030 the government finally under the president's tyrannical rule. He got rid of the welfare system, all the parents that were once government assisted suddenly found themselves without a leg to stand on. Children were homeless, hungry, and malnourished. Then came the social workers collecting needy children in droves, ripping them from their families and herding them off to the nearest youth home. The homes became over crowded. Next was his bill making it illegal for the homeless to sleep outside. Just like that the homeless were cuffed and taken to jail as if they had committed a crime. With youth homes, jails, and unemployment offices all over crowded the government began to crumble under its own weight.
Outraged citizens would no longer stand for it. There were riots, looting; the people were out of control. Once loyal republicans, grouped together in a brutish man hunt for the president. He went into hiding and was never found. Policemen became public enemy number one and soon started to disappear themselves. After all the riots, the wreckage the pillaging and protesting cities were in ruins, the government was non-existent, and life was worse than anyone could remember. The remaining members of what was once our government banded together to bring some sort of order to our country again. Together they created "The Society". The Society would be the new world order a committee of leaders who promised to help regain control and rebuild our cities, our families and our lives. The society was not a democracy, but nor was it a dictatorship. No longer would the power to make life changing decisions be given solely to one person. The laws, the order, none of that mattered any more, instead it was replaced by "The Society book." The book outlined the society's new development., a system of free education and job placement insuring that no adult would be without employment. Along with being matched with free college or a job the society also matched adults with a housing division with rent based on income assuring that everyone had enough money to live. The book took the place of what could have been called laws, but the society called them regulations *For reference purposes the Society book can be found in the index. Because they would no longer charge for secondary education, your entire life would be solely based on your aptitude scores. The test was given to high school seniors, if you scored well you got to go to college pursue a more profitable career and have access to better housing options. If you scored low on the test however you were immediately matched with a job within your score range after high school, your job wouldn't pay as much and your housing options would be less than optimal. Then there was the child census program, perhaps the most controversial of all the societies' new policies. The child census outlined the requirements for being able to have a child within the society.

In order to further the elimination of poverty in the society and adverse effects on potential offspring the following are a list of guidelines each member of the society must meet regarding fertility and childbirth.
1. Upon a female "bloom of fertility" day said female must be implanted with an ovulation regulation chip to ensure that "accidental pregnancy" is avoided.
2. If a female has not reached "bloom of fertility" an ovulation regulation chip will be automatically implanted on or immediately after the female's fifteenth birthday.
If a couple wishes to bare children, they must meet the following requirements
1. The man and woman must be joined in a legal marriage recognized by the society
2. Both the man and woman must pass a full panel psychological evaluation to ensure not only that they are capable of properly caring for a child but also that there are no preexisting mental conditions that can be passed down to said offspring
