i used to make manip covers on here but i don't recommend doing that. i use this app for effects and stuff like that. cost: free SUPERIMPOSE, wattpad wouldn't let me add a picture but you can make manips on here as well. it's less complicated than ibisPaint. cost: 99 cents. can't exactly remember but it's cheap
PHOTOPEA, all you have to type is photopea.com. but it can be used to add psds and do other manip graphics !! it's basically the mobile , free version of photoshop but with a few less tools. cost: free
