History is written by the survivors. Those who come out victorious get to shape the perception of what had happened and pass it down to the future generations. That perception, is not always accurate. Believing what you see is a fundamental trait in humans. The result is often biased narrations and half-truths based on the perspective of the teller. Unlike what most people make the world out to be, there is no such thing as an absolute. In most cases, concepts like good and evil are not exclusive. One cannot exist without the other, at least not in our world. Humans are such complex creatures that cannot be watered down to simply being good, or just being pure evil. Unfortunately, humans are dense enough to believe in the possibility of achieving such foolish ideas.
The Council has been in power for nearly a century. When the world was plunged into chaos and disorder, a group of brave men and women rose to the occasion and proceeded to fix it. At least, that was the story everyone was told. The world had been divided into numerous Cities, each run by a Council. A group of Cities joined due to geographical convenience formed Kingdoms that were run by the heads of each of their respective Councils. An order was restored in all the lands, there was peace across the Earth. Except at the In-betweens. The In-betweens were lands between City borders. Savages, people who willingly left proper civilisation to live among the beasts inhabited them. They were known for kidnapping people and spreading chaos. They existed all over the world. The terror brought about by the Savages was so prevalent that travelling between Kingdoms was forbidden. There was no contact with the outside world. Despite this, no one was complaining. Crime in the Cities was non-existent and everyone was happy, well fed and well educated. The world was said to be at a Golden Age where everyone was good and evil had been driven out. As long as the people placed their faith in the Council, there would be peace and happiness. At least, that's what everyone believed.
"Peace will remain, only under the Council's reign."
