A harmless nursery rhyme? No. One interpretation of the rhyme is that it talks about Queen Mary, the original bloody Mary. The Silver Bells and Cockle Shells maybe referring to thumb screws and genital mutilation devices.
While the Pretty Maids could refer to her ladies in waiting, it could also refer to people standing in line to be executed by a Halifax Gibbet, a type of guillotine. And the garden was a cemetery.
