After Austria-Hungary declared war on Serbia, Russia mobilized and declared war on Austria-Hungary, and then Germany declared war on Russia, and they also declared war on France.
Germany knew that Russia's army would have a long time to mobilize, so they developed the Schlieffen Plan.
