Open your square template in PicsArt > Draw. I recommend you use the size given above, since it has better quality than the 2048 x 2048 one.

Now add your image and resize it to your liking. Make sure that it's in a different layer than the template, as seen in the above screenshot.

Choose your background colour from the Colour Picker (aka the square option to the down left) and start colouring the template using the Paint Brush.
