This one is pretty simple, and it's so cute! There's other ways you could do this, but this one is the easiest.

s t e p - o n e :

Open Pixlr Editor. Choose your background - I started with a blank slate.

s t e p - t w o :

Press the Type Tool and create a text box. Type in whatever you desire and choose the font and color carefully. Once this tutorial is complete, you will NOT be able to go back and change this. Unless, of course, you delete the layer and start over.

s t e p - t h r e e :

Make sure you are on the text layer. Right click on it and find "Rasterize layer", then click on it. This will make the text editable with all of the options for normal pictures, besides the Text Tool.

Go to the top and press "Filter". Scroll down the list until you find "Noise..." and click on it.

Adjust the amount of noise you want. The higher you go, the darker it will get and it will start to look bad. I set mine around 100.
