After having the pattern, insert the decorative PNG you downloaded earlier.
For my example, I inserted a ribbon.
You can change the style of your Clipart.
[I added another clip art, a banner ribbon]
Now, to make your background better, we need to add another pattern. Add any image (this time, the image must not be a PNG).
Change the style to normal and fit picture on the lower half (or upper half) of the background you are trying to make.
Once you are done positioning your image. Hold it until something pops up. Now, choose 'send to bottom'And again, click Fill/BG (don't release picture)
Choose the pattern you want.
Tip: Don't choose an odd pattern, choose something that will match the other half of the background. The color theory might help. I'll say this all at once, it is all about perspective.
You can add more features and once you reach your satisfaction, save your background.
