Pretty much everyone uses this one or the next one. I can't tell you much about it. I know the transitions, affects, themes, filters, text affects, audio/sound affects are to die for! They are way better than Android! BUT ITS NOT FREE!!! I don't think it is....

-iMovie
Just like VideoStar everyone uses this too. Beautiful, Amazing, terrific transitions, affects, filters, themes, text affects and audio/sound affects. They are killer. IT'S NOT FREE!!! I don't think it is....

I don't know much about Apple devices because I sadly don't own any, but I know these are the most used and of the friends I have made on vine, they say they are the best.

-VideoShow
This app has NO WATERMARK!!! It has decent transitions, filters, themes, affects and sounds. They aren't the best but they'll do. It also allows you to use their music or your own, there was also live dubbing. It cuts ok. It allows you to add subtitles or texts. You can put stickers and emojis into your creation too. You can speed up or slow down a clip of your creation too. So far, this is the best app to use FOR FREE and with no watermark. But I'd advise you to go through another app before you upload it to vine because it might not fit. If that makes any sense...

This brings me to the next app.

-InstaShot
This app works wonders. It will make sure the vine will fit right. So that no parts are cut off. I hate when that happens. It also allows you to add your own music. It cuts too. You can add text and stickers/emojis too. This DOES NOT HAVE FILTERS THOUGH!!! So don't download it for filters, there won't be none. THIS IS FOR FREE AND HAS NO WATERMARK!!! You might have to look at an add though occasionally so that the watermark won't be there.

I have never used this app, but I've heard that it does pretty much the same thing as instashot.

-KineMaster -Pro Video Editor
This app has a watermark sadly, but it's an AMAZING APP! I had a hard time though trying to make the video 6.5 seconds long. The transitions and affects are beautiful. I'm not sure if it has filters though.... Decent themes. It has layers you can add and, images, stickers, text, handwriting, live dubbing, and add your own music. You can trim splice and slice. You can preview at anytime. You can change the hue, brightness and saturation. Speed the clips up or slow them down. One thing I absolutely love a about this is app is that you can control the sound/audio/volume which helps you to create your own audios for your vines! (Trust me, you'll want to do it)

-VivaVideo
This app sadly also has a watermark. It has better transitions, affects, and filters than VideoShow though, I'll give it that. You can add your own music and live dubb. You can add text and stickers too. You can trim and merge your clips in storyboard editing. You can apply slow & fast motion and what I like most about this app is that you can make the video for in reverse! You can preview your creation too.

This app I believe is for both androids and iphones because the watermark that it has specifies what kind of phone is being used. I've seen editors use this and it looks almost as good as movie star and is definitely better than imovie. I don't know much about though sorry. I have never personally used it.

I don't know much about other Android apps. I have only ever used these ones.
