The mechanism of operation of the buré.

The Bureau had no physical address.
Officially, it was listed nowhere, received no funding, and was not part of any governmental, religious, or corporate structure. It existed beyond probability — an invisible organ between cause and effect.

The Bureau’s primary goal was to ensure controlled uncertainty, essential for the illusion of free will.
Without coincidences, humans begin to see the structure.
And once they see the structure — they look for its creator.

That was unacceptable.

Hierarchical Structure

The Bureau was divided into seven levels of influence:

1. Level Zero – Equilibrium
The global model. Defines the base parameters of chaos permissible for humanity in the current century.

2. Level 1 – Geopolitical Coincidences
(a leader’s random choice of words, a raindrop hitting a microphone, a failed negotiation.)

3. Level 2 – Cultural and Historical Effects
(a forgotten manuscript, a lost cassette, a burst of unexpected inspiration.)

4. Level 3 – Social and Personal Events
(divorces, chance encounters, layoffs.)

5. Level 4 – Interpersonal Influences
(fleeting glances, words from strangers.)

6. Level 5 – Minor Inconsequentialities
(Alex’s department.)

7. Level 6 – Deviation Correction
(interventions when the probability model is disrupted.)

Each level was maintained by its own department.
Each department had its own Confirmation Center.
Every action had its own verification team.

The Hierarchy

Operators – Execute, filter, and dispatch approved coincidences. They have no access to the global model.

Curators – Oversee sector stability, track statistics, suppress deviations. Typically emotionless. Often referred to as “the refrigerators.”

Analysts – Calculate the consequences of coincidences, develop model variations. Work in near-total isolation.

Reality Engineers – A mythical group, unknown to most. Allegedly handle edits at the level of fundamental laws.

Operational Principle

A coincidence is not just an event.
It is a tool of diversion, a point of misalignment, a veiled nudge.
If someone wakes up on the wrong side of the bed and is late — it keeps them from thinking about something important.
If a cup breaks — their focus shifts to the moment, not the anxiety.
The less awareness — the more reliable the balance.

No coincidence should ever be… real.
Every one must be approved, calculated, safe.
