Its basically Fifteen starting the agents after getting permission to assemble her own team, she first hires her desk neighbor Twenty, and sets up a team in the basement of a secret location.
Issue is, somebody already lives in the secret location and has no idea there's a secret basement.
Fifteen is trying her hardest to be professional about everything, while Twenty is not helping at all by laughing at her every time she messes up.
Surpise Fifteen and Twenty are running a base under an art store, owned by Seventeen. Who still doesnt know where they keep coming from. He's really understanding about it, he just doesnt like how early they cause noise.
They meet up with Eighteen later and Twenty invites him to join, and Fifteen gets outvoted by them both and now there's another person on the team she doesnt understand at all.
She tried to get Seventeen on her side to vote Eighteen off but Seventeen didnt mind a new neighbor out of nowhere and liked him.
They end up accidentally kidnapping poor Twenty-six and Twenty and Eighteen outvote her again to keep him.
At least he's pretty normal, so Fifteen also agrees.
Thirteen almost kills them, actually. But he helps them escape and they all agree to keep him too.
