Jesse was born and raised in Los Angeles, California, a city where the ghoul community operated under the watchful eye of the Federal Bureau of Ghouls (FBG). Unlike Japan's CCG, the FBG maintained control over ghoul-related crime and gangs, using a combination of Q-bullets, surveillance, and everyday police work to keep the ghouls in check.

At some point, he enlisted in the military, seeing it as a chance to escape the streets and perhaps earn a place in a world that didn't want him. He became part of the 4th Infantry Division of the U.S. Army, serving during the Afghanistan War, and was soon honorably discharged.

And so he returned to Los Angeles. Life as a ghoul in the city was a delicate balancing act. Gangs of ghouls staked their claims to territory, while humans lived under the constant threat of being hunted. Some point he Jesse joined and became part of a gang  called "Los Huehues." He quickly rose through the ranks and became a trusted enforcer, known for his lethal skills and unwavering loyalty to his gang.

Jesse thrived in this harsh environment, his reputation growing as a merciless and dangerous ghoul. His kagune set him apart from others — he was a chimera, with a unique combination of abilities that made him deadly in both close- and long-range combat. The gang relied on him for their most dangerous jobs, and his effectiveness in battle became legendary among them.

Jesse's unique power is embedded in his ghoul biology: the ability to send out a viral sonar pulse that echoes through his surroundings, mapping out the area and allowing him to detect living beings, even those hidden behind obstacles. "I send out a pulse of energy, and it bounces off anything living. The faster the pulse returns, the closer the target is to me. It's how I know exactly where someone is, no matter what's in the way."

This pulse functions like a radar, enabling Jesse to pinpoint enemies and allies to track their location with remarkable precision. It's especially effective for detecting hidden targets or enemies lying in ambush, making it nearly impossible for anyone to sneak up on him.

However, there is a limitation: If a target is too far away, the pulse will return but wont show thier exact location, and Jesse won't immediately be able to pinpoint their exact position. To overcome this, Jesse needs to gain higher ground, whether it's a building, hill, or other elevated vantage points. From there, he can get a clearer reading of where the pulse originates from and where it's returning to, significantly improving his chances of locking onto distant targets.
