The City of Pembrook is much more advanced than Soul Court. The population is comprised of sorcerers, whether or not they are avidly practicing - they all come from magical descent. Commoners aren't unwelcome, though they may be judged subconsciously.
The buildings are old with plenty of history, though the interiors are modern. Streets are paved and most people drive or take the trolley. Some magical students use other modes of transportation.
