Adjust the lighting, brightness and contrast, and play with the colour balance until you've get the desired coloured base. I'm using blue since it's my most artistic colour ???? Anyways, this can also be done earlier before we start with the outlines and stuff.
Here, I've increased the contrast, reduced the lightness and not the brightness. Both are under different filters (fx) in ibispaintx.

Set the layer to multiply, and using airbrush, add a fiery look around the eyes, more like an eyeshadow kind of?? But don't overdo it.

Using any hair brush, or a custom brush, draw the lashes after changing the force fade settings. I chose a light colour for the lashes coz i love the lookism character who's always high on drugs and has her lashes white.
don't mind me here.
You can also make the lashes black if you want.

Set the layer to add and add your details! I can't really explain how I added the details so the above pic is pretty much self explanatory.
Use a very thin size of the brush and preferably dip pen bleed.
