"In that case, as said, a minor conflict can reignite the war — Which means if those girls die, and their fragments were to be stolen in your territory, the blame will be put on you. The perfect opportunity for the schemers to rally their support and reignite the war."
"Umm... A question." Issei raised his hand dumbfounded.
"Yes?"
"The Four Maou... I mean, can't they do something? If they are really the leaders of the devils, can't they just say: No! We didn't start a war! We won't participate in this conflict?"
"..." Cesare D'Angelo gaped for a moment, then a serene smile curled on his face.
This boy really was simple. Not as though it was wrong. No! In fact, the world needed such innocent simpleness.
If more were like him, the world probably would be a much more peaceful and better place.
"Unfortunately, it is not that simple." The man put it simply with a friendly smile.
"Cesare-san is right, Issei. With devil politics. Nothing is..." Rias sighed exhaustedly.
If it was only a matter of power, the four Maou could easily pacify all other devils and forbid their participation in conflicts. Yet, as things stand now? The situation was different.
"With devils, it is never easy, Ise," Rias muttered once again with a sorrow-filled heart.
To better put it, with politics in the game, nothing was ever simple!
"Maybe the current ruling factions of devils don't want war — neither does heaven or the current Fallen government. But, oftentimes during history, wars happen because of the interference of extremist, minority groups." Cesare started his explanation.
Most people just want to live a peaceful life. Do their own bidding, and care about their own business. They are not interested in conflicts.
Yet, few extremist minorities often had other ideas — forcing their opinions to others, even using violent methods. They even go that far as to use the most extreme ways until the peaceful masses either say, "What is enough is enough!" or "Where do we draw the line?" and get rid of them or join them in the hope they will be left alone.
"True." Sona hummed, agreeing. "The culprit calculated well. If the swords disappear here, the church will want blood and revenge, demanding that we be held accountable and even stand for trial."
"Which means my brother and Lady Serafall probably will try to protect us." In Sona's sister's case, she might even go as far to go toe to toe with the Seraphim — without giving a damn about the consequences.
"But that's not true! There is no way people would believe this! Their death wouldn't...!"
"Most would be aware of that, Ise." Rias shook her head, giving a sad look to Issei while crossing her arms under her breasts. "Unfortunately, the blame will be on us regardless. If they die, their death will happen inside our territory, and without proper evidence and suspects, we will be the first to blame — as the overseers of this area. As the ones who knew about their activity here."
Not to speak, the blame for the disappearance of two artifacts will also be put on them. If unlucky, they will also be suspected of the theft of the other three fragments that— according to Cesare — were stolen from the Church.
"Yes." Cesare hummed thoughtfully. "Even worse, if Lady Gremory's brother and Lady Sitri's sister try to sweep this under the rug using their influence, the tension will only grow bleaker for not only the devils but for the other two factions too. It will probably lead to an uproar and even more fragmentation." A dreadful picture it was, indeed.
