why? because they are not experienced yet or maybe because they could make the situation worse... but a mind containing a certain goal may hold greater strength and those who follows the rules like a slave, not souly taking action based on their own belief on what's 'right'
some may just have taken that turn toward what's called  'wrong'.

The 'wrong' turn, what is it really? Who may decide what's right or wrong...

villains

we already know what the concept hero is...

went against what the higher up said
the rules they made
the once meant to keep the world 'safe', imbalance

the decision made may all have a different endings... a different outcome.

with this a heated argument broke lose in the quite big hospital room containing people on their way to achieve the title know as heroes. Starting between two people both having a point under their statement,

knowing whats going on

not being able to take action themself

leave it to the people that have already achieved
their desired goal
