Night Vale grants one wish to every one of its citizens, in a be-careful-what-you-wish-for Monkey's paw sort of way, of course. You from the story about You, for example, wished for a life free of consequences, and got that - but in a way that drove him insane. Intern Maureen wanted to be out of her crappy intern job, and got that, repeatedly.

The people of Night Vale are mostly unaware of this and only get their wishes granted accidentally, since the wishes usually edit your memories to not notice the change.

Cecil's wish got granted when he was 15: he was angry with his mother and older brother ignoring him and not sharing his happiness about becoming a NVCR intern - and so Night Vale made them disappear.
