Night Vale is purgatory. This is why things seem terrifying but tend to leave people for the better. The sandstorm, Whispering Forest, street cleaners, ect, are methods of purifying souls. When someone dies in Night Vale, they are reborn or go to Heaven. Citizens aren't supposed to think about the tiers of heaven because doing so only gets their hopes up and nobody knows how long they'll be in Night Vale.

The angels are there to make sure everything runs smoothly. The hooded figures are demons in a last ditch attempt to trick people into going to hell. The man in the tan jacket is just god coming to check up on things.

Desert Bluffs is hell, which is why things seem pleasant but are truly horrible. Kevin is Satan. The organs Cecil saw lining his sound booth belong to people still alive and conscious. It's just one of his torture methods.

The dog park is non-existence.
