Night Vale was completely normal until WWIII started in 1983. It was hit by an experimental magical-nuclear bomb that infected time as well as matter. It not only caused people to act strangely and mutants/strange phenomena, but it also altered the timeline so that it was always like that.
Eventually the timeline distorted so massively that it undid WWIII for Night Vale completely. Cecil's timeline is so strange because he was caught right in the centre of the blast.
The weirdness in Night Vale will keep getting stranger until the distortions collapse on themselves and return Night Vale to the normal, destroyed timeline. The Angels and the Man in the Tan Jacket are working to prevent this.
