The only reason Cecil hates Steve Carlsburg so much is because he reminds him of how he was when he was a teenager. Steve is often shocked by what goes on in Night Vale- as was Cecil before he learnt to ignore and accept what was happening all around him.
He's jealous of his childish wonder and naïvety.
