Nezu: I'm not sure if this is the best idea, class 1-A is in charge of the scout regimen. If we were to have them leave and a Titan attack were to occur-

Hero commission guy: we have measures to fight against titans, also this is a good opportunity for our young heroes

Nezu: at the very least give us time to prepare

Hero commission guy: you have a week to prepare

Nezu: may I ask why class 1-A? I'm always grateful for opportunities but you seem very adamant that they go

Hero commission: to be honest the entire island is concerned with the existence of titans, as you stated class 1-A has the most experience with Titans

Nezu: so this has nothing to do with Izuku Yagi?

HCG: what makes you say that?

Nezu: you think I'm unaware of what you've been doing? The titan experiments?  I know he wouldn't be very happy knowing you are getting innocent people and heroes and using them for answers that he already has

HCG: I'm not confirming or denying anything, but he could always come and give us any information he has

Nezu: hmm, all right, I'll let them know

As the man from the Hero commission left Nezu took a sip of his tea and sighed

Nezu: humans never learn do they Izuku?

Izuku: no, it's fine. We'll go and let them think they're safe.

Nezu: do you have something planned?

Izuku: while we are gone Touya will find where they are experimenting, then I'll deal with it

Nezu: and why not give them the answers they want?

Izuku: don't mess with me Nez, once they know everything they'll do what everyone else does, use the Titans as weapons

Nezu: didn't Eren do that?

Izuku: that was war, they are the real monsters

Nezu: how do you plan to deal with them?

Nezu: I agree the Hero commission needs to be dealt with but if we got rid of them completely society could relapse a bit

Izuku: the armored is with the League, so once we take care of them I can make the bastard pay for taking my parents, the other two I have no clue
