Quick explanation:
Well, Manaka's family tradition is getting that Look Through Memories power and Laala is the one who got it.
But actually when she was born her parents don't think Laala have power until her mom bring Laala to Pripara. When Laala sung on stage for the first time, she realized her mother that her power is Prism Voice. And that can only be activated in Pripara so her parents let Laala go to a normal school since she can't use her power outside Pripara.
