Well, there is not too much details of this stick figure.
For the looks, all I can say is that she is a daughter of Nina and Jana the killer. Two very bad OC's blended into one.
Abusive mother/father? Check.
A lonely angsty character? Check.
No eyes? Check.
For the weather power, I am kind of confused by that. Is she mother nature or some shit?
If you're talking about elements of water, earth, snow, and fire, then that is pretty fucking cool.
Bbbbbuuuuuut, it would not fit well into a CP. It would just turn into avatar the last Airbender.
Tara needs a lot of work. Suggestion is to know your character more.
