Put your hand in the salty water, if you cant make salty water you can use regular water.
Say this spell three times:

Ok so after saying the spell wait the ten minutes and touch water, your tail should grow, oh and the reason i put to heat water is cus heating power comes in very handy.
Pick a color where i put ( ) and that will be your tail color.
