Frisk/Skye:
Skye is the playable character and main protagonist of Pawtale. After Skye falls into the Underground, they embark on a journey to return to the surface, whether peacefully, neutrally, or genocidally.
Chara/Ella:
Ella, also known as the fallen pup, is the first pup to fall into the Underground.
Flowey/Asriel/Tuck:
Tuck, the biological child of Katie and Ryder and the adoptive brother of Ella.
Toriel/Katie:
Katie is the second major character the protagonist encounters in Pawtale. She saves the protagonist from Flowey and guides them through the Ruins, of which she is the self-proclaimed caretaker. She is the ex-wife of Ryder, the mother of Tuck, the adoptive mother of the first pup, and the first boss, guarding the end of the Ruins.
Nabstablook/Arrby:
Arrby, known in the UnderNet as ARRBY22, is a melancholic ghost pup and musician/DJ who lives in Waterfall, first seen and encountered in the Ruins as the game's first miniboss.
sans/chase:
Chase is the brother of Marshall and a major character in Pawtale. He first appears in Snowdin Forest after the protagonist exits the Ruins. He is the deuteragonist of Neutral and True Pacifist routes, keeping an eye on the protagonist, and as the final boss and heroic antagonist in the Genocide Route trying to stop the pup in the last corridor.
Papyrus/Marshall:
Marshall is the brother of Chase and a major character in Pawtale. His main motive is to capture a human so he can become a member of the Royal Guard, and finally have friends and popularity. He serves as the Main boss of Snowdin.
Monster Kid/Puppy Rubble:
Rubble is a young pup who stops at nothing to see their idol, Zuma, in action.
Grillby/Rex:
Rex's is a pub located in Snowdin. It is named after and run by Rex, a pup made entirely of fire.
Undyne/Zuma:
Zuma, known as StrongPup91 on the UnderNet, is a pup that leads the Royal Guard. Considered a hero of the Underground, he pursues the protagonist through the entirety of Waterfall and is frequently evaded or inadvertently thwarted by Rubble.
Mad Dummy/Sylvia:
Sylvia is a ghost pup living inside a dummy located in the Garbage Dump. They also serve as a mini-boss in Waterfall.
Alphys/Princess:
Princess is a female pup that lives in the lab in western Hotland. She is the incumbent Royal Scientist, a position she was awarded by Ryder after the disappearance of her predecessor.
Mettaton/Sweetie:
Sweetie is a robot with a SOUL and was built by Princess. Initially poised as an entertainment robot turned human killing robot, Sweetie is later revealed to have only acted as such so that Princess could rescue the protagonist, feel important, and become closer to them. Sweetie is the sole television star of the Underground. She serves as the final boss of the CORE and a major character in Pawtale.
Muffet/Everest:
Everest is a miniboss the protagonist encounters in Hotland. She runs a bake sale, being very angry at passers-by who do not purchase anything from it despite selling overpriced items for 9999 gold.
Asgore/Ryder:
Ryder is the ruler of the Underground and its denizens, monsters. He is the ex-husband of Katie, father of Tuck, adoptive father of the first pup, and the penultimate boss of the Neutral Route. While not evil or malicious, he serves as one of the main antagonists of Pawtale, planning to kill seven pups and use their SOULs to break the barrier which traps the monsters in the Underground.
W.D. Gaster/Rocky:
W. D. Rocky was the Royal Scientist before Princess, responsible for creating the CORE and said to have disappeared. Characters such as the River Person and Rocky's Followers hint at his existence. In particular,Rocky's Followers relay various explanations as to what happened to Tocky. One iteration says that he "fell into his creation," another says that "his experiments went wrong," and the last one says he "shattered across time and space." Similar to Chase and Marshall, he speaks in a typeface different from the other characters.
