Izumi: Ergh. *Blocks with her arms*
Shade: *Exhales* That's enough for today.
Izumi: *Breathes heavily* O-ok.

Flora: Hey V. Finished your training?
Shade: *Sigh* Yeah, *Looks at her to see a brace on her right arm* Is that what I think it is?
Flora: Hehe, Yup. The device that will hold the teleportation powers. *Brings up her arm that held the brace*
Izumi: S-so, you finished it?
Flora: Yup, Ochobot, and Boboiboy should be here soon to transfer the teleportation powers into the device.
Izumi: It's still empty?
Flora: Yeah, we needed to test its durability and structure first before we placed in the powers. This little guy passed it all. All we need to do now is test it with the powers in it.
Shade: Are you ready to try your new powers?
Flora: Heh, no. *Looks at her hands* This is going to be a big change for me.
Shade: You have me, Boboiboy, and Ochobot there to help you with your new powers. You will do great.
Ochobot: We're here.
Boboiboy: Yup, *carrying a medical box in one hand and another filled with energy bars*
Flora: Uhm, Aar. Is that really necessary?
Boboiboy: If I learned anything from using portals *places down the medical box* it's that it will take a lot of your energy. *Tosses an energy bar her way*
Flora: *Catches the bar* You know I will be gentle with this. I'm not suddenly going to open ten portals at once.
Boboiboy: Just a precaution.
Flora: Hmph. *Eats the bar anyway*
Ochobot: Ok, are you ready?
Flora: *Exhales* Ready.
Ochobot: HYAH *A beam of light came out of Ochobot and flew towards Flora. As the light dims down the brace on Flora's arm starts to activate*
Flora: *Slowly looks at the power brace* Did it work?
Ochobot: *Flies over and scans the brace* Hmm, it looks like the teleportation powers have been successfully transferred into the power brace.
Flora: He he, yay.
Shade: Ok, let's just do a small test.
Flora: Hah?!
Boboiboy: Sorry, Ro but we need to understand how to activate it at will.
Flora: Can't we do this after the meeting, it's in two hours.
Shade: We can't, now that you have the powers there will be a chance that you will accidentally trigger it at any moment.

Solar: *Teleports to Flora* Actually that is quite normal to happen.
Flora: How so?
Solar: My Solar Leap, Ochobot's teleportation, and Shade's Dark portals all operate on the same factor of speed in a short period of time. As we travel we carry speed with us and as we exit we will carry some excess kinetic energy as we exit our teleportation state, it's a common factor when using teleportation.
Flora: So, what? I brace for that every time.
Solar: Not necessarily, it all has to do with control if done correctly you will be able to cancel out the excess acceleration from your jump the moment you exit the teleportation state.
Ochobot: Solar is right, since you are very new to using these powers it's natural that there will be some hiccups here and there.
Shade: At least you didn't get stuck in a wall.
Solar: Shall we test another thing while we are here?
Flora: Another?
Solar: Yes, which is where I have bare expertise in.
Flora: Portal creation.
Solar: Precisely, as you know I am incapable of creating light portals as a consequence of temperature but Shade, Lunar, Eclipse, and Ochobot are able to create portals without consequences to the travelers.
Shade: Hmm, right. You have a bit of experience with my dark portals so this should be very similar to what you're familiar with.
Flora: Yeah, this should be alright. *Extends her hand out and a small human-size portal opens up and another portal appears from the ceiling.* Hah, it worked
Boboiboy: Awesome. *Transforms back*
Flora: *The portal closes and Flora stumbles to her knees*
Shade & Bbb: Flora!! *The approach her*
Flora: *Breathes heavily* W-why am I-I so-
Bbb & Shade: Tired?
Flora: Y-yeah.
Boboiboy: That is the effect of using teleportation. *Hands her another energy bar*
Flora: *Quickly eats it*
Shade: Yeah, it takes a lot of energy to use teleportation much less portals.
Flora: *Gulps the bar down* I see why you fainted that one time, Aar.
Boboiboy: Heh, a mistake that I would happily warn the both of you.
Izumi: That is so cool.
Flora: Heh, right.
Ochobot: Guys, you should all start to prepare your last-minute preparations. The meeting is in an hour and a half.
The 3: Thanks, Ochobot.
Boboiboy: Is the TV ready for Izumi?
Flora: Well, we will have to find out.
Shade: I'll get our armor-

*A blue portal appears above the ceiling and Flora falls out of it*
Flora: Ouch. *Slowly gets up*
Ochobot: *Floats down the portal with Izumi* Are you ok, Flora?!
Flora: Ergh, yeah. *looks at the brace* Looks like I can't use my powers simultaneously with my powers. It's just like Fang's powers too.
Ochobot: I will check on the TV while you get yourself sorted out. *Flies away*
Flora: Ergh, portal. Not as easy as you think. *Closes the portal above her*
Izumi: Will you be ok?
Flora: Yeah, just peachy. This is normal when you first use any new powers.
Izumi: A-at least you're alright.
Flora: *Smiles* Thank you for the concern, Izumi.
Izumi: I-no problem.
Ochobot: The TV is all set up for you, Izumi.
Flora: Perfect timing, Ochobot. Can you get her settled in, I have to get into my costume.

Nezu: Alright, is everyone here?
*In the room, there were Endeavor, Hawks, Best Jeanist, Mirko, Edgeshot, Gang Orca, Kamui Woods, Ryukyu, Fatgum, Manual, and All teachers of U.A. gathered around the room. *
Kamui Woods: Mount Lady is late.
Mic: Gran Torino isn't here either.
*The door opens to reveal Gran Torino and Mount Lady*
Gran Torino: Sorry for being late, I couldn't find the bathroom.
Kamui Woods: *Whispers to Mount Lady* Why were you late?
Mount Lady: I was powdering my nose.
Kamui Woods: Huh?
Nezu: Well, I see that everyone is here so we shall begin our meeting.
Mirko: Uhm, aren't we missing a few important figures here?
Mount Lady: Yeah, also shouldn't All Might and Levius be here too? They are heroes after all.
Nezu: Great question-

Everyone: *Turn to a corner in the room to see a dark mist form and rise a dark figure*
Nezu: My apologize-*The figure forms into Azrael* Azrael, for the wait.
Azrael: It's not an issue, Nezu.
Mic: Heh, the little listener is here?
Midnight: Usually it's Cerberus, is it not?
Azrael: Due to certain circumstances he wouldn't be able to be in my position for this meeting. Are they aware of the current situation, Nezu?
Nezu: Indeed, it's no secret to all heroes at this stage.
Azrael: Good, then we can proceed. *Walks up to the table and places a metal disc on top of it*
Hawks: So what does that do?

Gang Orca: There are kids here as well?
Tarung: Trained by the best, they have earned their spot rightfully so.
Mount Lady: How old even are they?
Amato: Let's not focus on us, our main focus should be All for One and Shigaraki.
Mara: *Looks at Azrael*
Azrael: *Nods and brings his head down*
Nezu: Thank you for giving your time to us.
Mara: Its not a problem Nezu. This situation is quite dire and you will need all the help you can get.
Nezu: To get a better understanding of each other, I think we need to do a bit of an introduction.

Endeavor: *Raises an eyebrow*

Cerberus: Ehem, let me explain, Rumi Usagiyama. As a top-secret agency, we keep tabs on all heroes and villains, this will include your quirks and your skills to their current potential.
Mount Lady: A little creepy don't you think?
Valkyrie: If you think about it, Yu Takeyama. We have had heroes team up with villains, just like the case with Slidin' go, incase there are more rouge heroes or potential spies we have our ways of dealing with each and every hero, and that includes all the top ten heroes.
Mic: Uuuh, you don't have ones for your uncles and aunts, right?
Valkyrie: All details are written by Azrael himself so there is a possibility for that as well.
Mic: *Sigh* Of course.
Ryukyu: You don't seem so surprised about this.
Aizawa: We have known Azrael for a while, ever since he was a kid and there is one thing that he excels at the most. Quirk Analysis.
Fatgum: Quirk Analysis.
Nezu: That is right, he is capable of analyzing any quirk user based on attacks and descriptions and creates a full analysis of the quirks' usage and limits, not only that but he is able to improve the usage of any quirk adding diversity to any quirk he encounters.
Gang Orca: Is this a quirk?
Nezu: Nope, there is no quirk involved in any of this research.
Cerberus: Ever since he joined our agency he was able to use our resources to gather more information on more than just heroes, he was able to gather villain and civilian quirks from across the globe adding to his overgrowing collection of quirk archives.
Cementos: Is this how you knew how to help our students?
Cerberus: Yes and no, Azrael gave me a detailed report on your students' quirks but I used that knowledge to make my own training for each student.
Maskmana: Are we going to waste time talking about this?
Mara: *Clears her throat* Since we know all about you heroes I think it's best we introduce ourselves to you instead, starting from the lowest rank.
Lanc Corps: *Look at each other and nod*
Fang: *Clears his throat* Greetings to everyone, I am Lance Corporal Fang.
Ying: Hi, I'm Lance Corporal, Ying.
Yaya: Hello, I'm Lance Corporal Yaya.
Tamire: And I'm Lance Corporal, Tamire.
Cerberus: You want to introduce yourself first or do you want me to do it?
Kaizo: I'll go, I am Captain Kaizo.
Mic: Kaizo? Didn't you introduce yourself as Kassim?
Valkyrie: *Lets out a small snicker*
Kaizo: *Glares at Valkyrie*
Cerberus: Kassim is what we refer to him as at that time but in reality, Kaizo is what we really call him.
Mic: Oohh, moving on.
Cerberus: As some of you may already know me, I am Cerberus, Captain at the agency, and the one next to you is Azrael also Captain at the agency.
Aizawa: *raises an eyebrow at Azrael*
Valkyrie: And some of you already know me as Valkyrie and just like these three I am also Captain at the agency.

Everyone: *Turns to the smaller figure, he has green skin and a square head*
Kokoci: I am Commander Kokoci of TAPOPS, Pleased to meet you.
Mara: And I am Commander Mara.
Amato: Well, I'm sure some of you already heard of me before but just for those who don't I am Mechamato and I'm Admiral.
Ramenman: Just like Mechamato over there I am also Admiral and you may call me Ramenman.
MIc: *Whispers to Aizawa* Well he does look like ramen-
Aizawa: Not now Zashi.
Maskmana: You may refer to me as Maskmana.
Tarung: Hmph, and I am Admiral Tarung of TAPOPS.
Nezu: Well, now that everyone is well acquainted with let us begin, shall we?
Endeavor: *Nods* Our heroes have discussed this topic among ourselves and I assume that Nezu has told you as well Cerberus.
Valkyrie: *Looks at Cerberus*
Cerberus: Yes, I am aware.
Mara: Cerberus, mind explaining your discussion with Nezu to us?
Cerberus: Of course, Nezu called me to discuss the situation with All for One and Shigaraki but not only that but found some suspicious activities surrounding All Might and Levius.
Amato: Sounds normal to me.
Cerberus: But what is suspicious is that there is another person with All Might and Levius, Katsuki Bakugo.
Valkyrie: Wait, what is he doing there, and shouldn't he be in the hospital?
Midnight: Bakugo has undergone surgery to remove his leg as it was too damaged for doctors to salvage it, they had to cut it off and as a result, he now has to wear a prosthetic leg.
Mic: BUT, when we were there to pick him up he was gone. Sho's students were looking around the place trying to save civilians and fighting villains while also trying to find Bakugo.
Hawks: We found him hanging around All Might and Levius a few nights ago, we aren't sure why he was there but from what we know he is working with them.
Cerberus: And this leads to a problem I haven't told you about yet.
Nezu: Oh, what is it?
Cerberus: As you may know the current users of One for All are Me and Izumi but recently All Might has gained access to his quirk again via Izumi, unintentionally giving him the thing he needs to gain his quirk back.
Mount Lady: How do you unintentionally give out a quirk?
Cerberus: There are certain factors that will allow another person to give the quirk unintentionally and in All Might's words he asked Izumi for a hair sample to experiment on the One for All quirk which led Izumi to unintentionally allow All Might to gain his quirk back.
Hawks: Ooh, so that is how-
Cerberus: There is a catch, One for all was made for one user, and with multiple users with that quirk, the quirk would be distributed amongst all three users weakening the quirk and spreading its resources out to all three.
Mic: So that would mean you're not at your best anymore?
Cerberus: Not necessarily, This applies to One for All itself this does not apply to the quirks the current users already have but that is not the problem. All for One is able to detect the One for All quirk from a certain distance hence why there are villains surrounding All Might and Levius but because the quirk is much weaker it emits a much weaker energy signal to All for One.
Gang Orca: That means if you and Izumi were in this room All for One would detect you via the stronger quirk powers.
Cerberus: Yes, I speculate that All for One would prefer to search for the stronger user out of the three of us this is another problem we have. There is another One for All user out there as well.
Hawks: Wait, What!?!?
Valkyrie: We were alerted by Cerberus of a new One for All user, thanks to his connection with the quirk and after his discussion with Nezu it confirms to us now that the other user of One for All is Katsuki Bakugo.
Azrael: *His finger twitched*
Cerberus: *Looks at Azrael before looking back at them* I informed the higher-ups of this predicament and now to you, with One for All being dispersed into four different locations this will only mean that All for One can pick either one of us, and take the One for All quirk from.
13: But the quirk can't be stolen right?
Gran Torino: Correction, It cannot be stolen if the user has a strong will. It doesn't mean it can't be stolen from it just means All for One can overpower the user's will and forcibly take the quirk away from them.
Cerberus: Gran Torino is right, if the user of the One for All quirk doesn't have a strong will then the quirk will be taken. This is the reason why All for One is using Shigaraki's hatred as a way to steal the quirk to overpower the quirk and forcefully take the quirk into his possession.
Nezu: Hmm, what a predicament we are in right now.
Cerberus: Well fortunately the two other users have a strong will for the time being. It will only be a matter of time before All for One reaches one of them but what I am worried about is Izumi.
Midnight: Izumi?
Cerberus: Yes, from our observations she is a bit timid and her will isn't as strong as it used to be. She lacks the confidence and drive that the quirk needs for One for All to stick. We are working with her right now to improve her prowess and prevent All for One from using her disadvantage.
Mic: I guess this is a good thing that she is in your care.
Cerberus: Yes, but we still need to do something about All Might and Bakugo. With those two out there holding that quirk if one of them slips up, All for One can take One for All and . . . possibly. . . use that small connection the quirk has to control all the other users as well.
Mount Lady: He can do that?!
Ryukyu: That would not be good.
Cerberus: It's not good, especially since I have the quirk as well. Once he takes hold of a part of the quirk he can possibly use the link One for All has and take our quirks from us remotely.
Endeavor: Tch, we have to find him and lock him up somewhere secure.
Cerberus: That would be an option, All Might wouldn't have the power he used to have not when there are four One for All users that exist currently. Finding him and placing him under high security would be an option and so would finding Bakugo and bringing him back too.
Nezu: Now, I guess this is as good a time as any to reveal the plans we heroes have come up with together.
Maskmana: What kind of plans do you have?
Nezu: As the plan stands with a One for All user with us currently, we will have Cerberus here be used as bait.
Ramenman: Bait?
Nezu: Indeed, we know that All Might and Bakugo are still out there and are at risk from All for One but we had another idea. All for One would likely target someone with a stronger connection to One for All and who else has a stronger connection to the quirk but Cerberus.
Valkyrie: *Whispers angrily at Cerberus* You didn't tell me about this?
Cerberus: *Whispers* We haven't settled on an agreement yet since this is a decision that the Commander will have to make.
Nezu: From the information Cerberus provided we could use All for One's goals to our advantage.
Mara: So you want to use my captain to lure All for One out of his hiding spot?
Nezu: Oh, much more than that. I want Cerberus to go with All For One.
Fang, Y&Y, Valkyrie: What?!?!
Azrael: *His hand twitches more*
Tarung: Nezu, we are aware of how dangerous All for One is at the moment but you are willing to risk the capture of our Captain and the quirk he currently possesses to fall into his hands? If this fails then you will have more than just All for One to deal with.
Maskmana: From the information that we were given he is currently trying to control Shigaraki's body, using it to obtain that quirk using mental strength but we speculate that he is trying to move house.
Ramenman: Yeah, if he doesn't see Shigaraki's body to be fit for himself then there is a chance that he will transfer his consciousness into Cerberus' body and I do not want to deal with a super-powered villain in an overpowered heroes body.
Kokoci: I agree, this is too much of a risk. We don't have a lot of people capable of matching the combat skill of Cerberus much less subduing him long enough if things go wrong. For all we know this could be a trap.
Valkyrie: *Whisper to Cerberus* A little bit of a compliment there Berus.
Cerberus: *Whispers* This is serious, Val.
Valkryie: *Whispers* I know, and he is right. Not many agents can compete with you and not to mention Kaizo had a hard time fighting you when you were just eleven.
Cerberus: *Whispers* If things go wrong then you know what to do.
Valkyrie: *Whisper yells* You know that would hurt.
Cerberus: *Whispers* It's at least better than whatever All for One is planning to do with me.
Valkyrie: *Whispers yells* I can't believe you're agreeing to this.
Cerberus: *Whispers* I'm not. I never agreed or denied it.
Valkyrie: *Whisper yells* That doesn't make things any better, Berus.
Amato: Nezu, I see where you're going with this but what if things go wrong? We are at a crucial part of this war right now and if we lose anyone at this stage the higher chances that All for One has of winning. What if we cannot retrieve Cerberus if the time comes?
Nezu: *Smiles back* And that is why you have your quirk erasing bullets. Isn't that right Cerberus?
Heroes: *Murmuring about the quirk erasing bullets*
Mic: Wait, but we haven't heard anything about them yet.
Nezu: And this is why we are having this meeting. From what I remember you have a quirk user with the ability to revert a person's body back to its previous state. This gives anyone on your side the advantage when and if we inevitably use a quirk-erasing bullet on you. This gives Cerberus the highest chance of succeeding no matter the circumstances.
Hawks: But that is if the quirk-erasing bullet is already prepared.
Nezu: Oh it is. They always had quirk erasing bullets from the very beginning.
Heroes: *Start to talk over each other*
Mount Lady: So this entire time they had the ability to remove quirk.
Fatgum: That would mean that we could have ended this war from the hospital!
Kamui Woods: Why didn't you share this information with us before?!
Nezu: Alright settle down-
*Knocking*
Everyone: *Turns to the door*
Nezu: Who is it?
Iida: Tenya Iida from class 1A. I need to speak to you urgently.
Nezu: *Looks at all the heroes before turning to the door* You may enter.
Iida: *Enters the room* Principle Nezu, have you heard the news?
Nezu: What news would this be Iida?
Iida: It's the Hero Stars and Stripes.
