FIRST THINGS FIRST, cover construction is really just a process of trial and error.
i can't tell you how to organise the images on your cover because every cover is different, and ultimately, it's up to you! however, even with ibis paint and lightroom, a cover will look terrible if the facelaim isn't in the right position▬so establishing what you want in the background and foreground, choosing the right psd, and having images of similar quality is crucial.
FOR EXAMPLE
left : the png itself, as well as the positioning of it, are completely unflattering with the cover background
the png frames the background perfectly : right

MY TIPS FOR PHOTOSHOP
━━ SMART OBJECTS !
smart objects allow you to transform the size of an image without loosing any of its quality. i highly recommend using it for cover design ( especially when it comes to faceclaims ! )

CREATE YOUR OWN PNGS ! ━━
like i mentioned in my resources chapter, create your own pngs by using a background remover website or in photoshop. do not get pngs from google.
